Specifically, Mr. Tran Hong Minh, member of the Party Central Committee, Minister of Transport, is Deputy Head of the State Steering Committee for important national projects and works, key to the transport sector, replacing Mr. Nguyen Van Thang, member of the Party Central Committee, former Minister of Transport.

According to Decision No. 884, the State Steering Committee for important national and key projects of the transport sector is responsible for researching and proposing to the Government and the Prime Minister directions and solutions to solve important, inter-sectoral issues to speed up the progress of projects.

Assist the Government and the Prime Minister in directing, inspecting, coordinating and urging relevant ministries, branches and localities to carry out tasks on investment and construction of projects in accordance with the Resolutions of the National Assembly and the Government for the projects.

Assist the Government and the Prime Minister in directing the implementation of projects according to regulations; direct relevant ministries, branches and localities to perform the following tasks:

Organize the implementation of plans to implement projects according to assigned functions and tasks; closely and effectively coordinate in advising and proposing solutions and measures to implement projects; promptly report difficulties and problems beyond authority and propose solutions for the Government and Prime Minister to consider and decide.

Direct, inspect and urge project investors, consulting organizations and contractors to perform the tasks identified in the investment policies of the projects or the approval decisions of each component project to ensure construction progress and quality of the works.

Invite organizations and experts to advise in the process of directing, researching, proposing directions and solutions to implement projects.

On the same day, December 12, Prime Minister Pham Minh Chinh signed a decision to strengthen the Steering Committee for reviewing and removing difficulties and obstacles related to projects, adding a number of members including Minister of Transport Tran Hong Minh.

The Decision clearly states that the Steering Committee for reviewing and removing difficulties and obstacles related to projects (Steering Committee) will be completed, including the following members: Head of the Committee is Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Head of the Committee is Minister of Planning and Investment Nguyen Chi Dung.

Members of the Steering Committee include: Minister of Finance; Governor of the State Bank of Vietnam; Minister of Justice; Minister of Natural Resources and Environment; Minister of Agriculture and Rural Development; Minister of Industry and Trade; Minister of Transport.

In addition, the Steering Committee members include: Supreme People's Court Judge Nguyen Van Dung; Deputy Minister of Public Security Pham The Tung; Leaders of the Government Office; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Construction Nguyen Van Sinh; Deputy Inspector General of the Government Duong Quoc Huy; Deputy Director of the Supreme People's Procuracy Nguyen Quang Dung; Deputy State Auditor General Tran Minh Khuong.

The Decision clearly states that the Head of the Steering Committee may invite additional leaders of a number of ministries, branches, and agencies to participate as members of the Steering Committee or request leaders of ministries, central and local agencies to implement, report necessary issues, and attend meetings.

The Steering Committee for reviewing and removing difficulties and obstacles related to projects is an inter-sectoral coordination organization that helps the Prime Minister research, direct, and coordinate the resolution of important, inter-sectoral tasks to remove difficulties and obstacles for projects, not including projects being directed to be removed by other Steering Committees, Working Groups of the Prime Minister, Deputy Prime Ministers, and ministries.

The Steering Committee is responsible for researching and proposing to the Prime Minister directions, tasks, and solutions to resolve important, inter-sectoral issues to remove difficulties and obstacles related to projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).
