The Ministry of Natural Resources and Environment works with the Ministry of Planning and Investment and the Ministry of Finance to complete the Land Law Project (amended).

Attending were representatives of leaders of units under the Ministry of Natural Resources and Environment, Ministry of Planning and Investment, Ministry of Finance; representatives of the National Assembly's Economic Committee.

The Draft Law on Land (amended) was submitted by the Government to the National Assembly at the 4th Session of the 15th National Assembly. After consulting the People and receiving the opinions of the National Assembly Deputies at the 4th Session, on April 25, the Government submitted Document 136/TTr-CP on the Draft Law on Land (amended) to the National Assembly. Then, on April 27, the Central Committee of the Vietnam Fatherland Front held a Social Criticism Conference (2nd time) on the Draft Law on Land (amended); on May 11, at the 23rd session of the National Assembly Standing Committee, the Draft was reviewed and commented on.

Speaking at the meeting, Deputy Minister Le Minh Ngan said that right after the 23rd session of the National Assembly Standing Committee, the Ministry of Natural Resources and Environment directed the Editorial Team of the Land Law Project (amended) to divide the issues into groups to receive and explain the opinions at the Social Criticism Conference (2nd time) of the Vietnam Fatherland Front; the opinions of National Assembly Chairman Vuong Dinh Hue, Deputy Prime Minister Tran Hong Ha and members at the 23rd session of the National Assembly Standing Committee; and the verification opinions (2nd time) of the National Assembly's Economic Committee.

In addition, on May 18, at the meeting of the Government Standing Committee on receiving opinions from the National Assembly Standing Committee on the draft Land Law (amended), Deputy Prime Minister Tran Hong Ha directed the Ministry of Natural Resources and Environment to work with a number of relevant ministries and branches to review overlapping regulations to remove them in the Land Law (amended), including the Ministry of Planning and Investment and the Ministry of Finance.

The Deputy Minister requested the Ministry of Planning and Investment and the Ministry of Finance to focus on giving direct comments on the provisions of the Draft to avoid overlapping with related laws to ensure consistency and uniformity.

Agreeing with the viewpoint of Deputy Minister Le Minh Ngan, Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc said that the working session on April 12 between the Ministry of Natural Resources and Environment and the Ministry of Planning and Investment on completing the Draft Law on Land (amended) was very effective, many opinions and recommendations of the Ministry of Planning and Investment were noted, revised and supplemented by the Ministry of Natural Resources and Environment.

The Deputy Minister said that the Ministry of Planning and Investment is the advisory ministry on strategies, planning, and socio-economic development plans, especially the issue of attracting resources and attracting economic sectors to invest in development. Therefore, the Ministry is very interested in the issue of bidding and attracting economic sectors to invest in development in the Land Law Project. Therefore, the Ministry wishes to accompany the Ministry of Natural Resources and Environment in completing the Land Law Project (amended) to remove obstacles at the local level and free up resources.

At the meeting, delegates focused on discussing a number of contents such as: Bidding for projects using land; land allocation without collecting land use fees; exemption and reduction of land use fees, land rents... to ensure consistency and unity.
