The Ministry of Natural Resources and Environment has announced 60 administrative procedures that are eligible for full-process online public service delivery.

This decision replaces Decision No. 665/QD-BTNMT dated March 18, 2024, of the Minister of Natural Resources and Environment on the announcement of the list of administrative procedures under the management of the Ministry of Natural Resources and Environment that are eligible to provide full online public services.

According to the Decision, the list of administrative procedures eligible for full-process online public services at the central level includes 41 procedures; the list of administrative procedures eligible for full-process online public services at the provincial level includes 19 procedures.

Of these, 41 administrative procedures under the management of the Ministry of Natural Resources and Environment are eligible to be implemented as online public services at the central level, including:

The environmental sector has 9 procedures: Issuance of Biosafety Certificates for genetically modified crops; Permission to export genetic resources abroad for educational and research purposes not for commercial purposes; Registration for access to genetic resources; Issuance of permits for access to genetic resources; Renewal of permits for access to genetic resources; Approval of linkages for the transfer of hazardous waste not included in the environmental permit; Registration of transboundary transport of hazardous waste (Approval of registration for transboundary transport of hazardous waste under the Basel Convention on the control of transboundary movements of hazardous waste and their disposal); Renewal of environmental permits; Issuance of adjustments to environmental permits (when there are changes to one of the permit contents not falling under the cases specified in point b, clause 3 and clause 4 of Article 30 of Government Decree No. 08/2022/ND-CP dated January 10, 2022, detailing some provisions of the Law on Environmental Protection).

Climate Change Sector 13 Procedures: Third-Party Accreditation (TPE) of a Joint Capital Project (JCM); Voluntary Withdrawal of Third-Party Accreditation (TPE); Methodological Approval/Revised Methodological Approval; Registration and Approval of a JCM Project; Approval of Revised Project Design Document (PDD); Cancellation of Registration or Withdrawal from a JCM Project; Granting of Credits to a JCM Project; Cancellation of a Request for Credits to a JCM Project; Confirmation of Carbon Credits and Greenhouse Gas Emission Quotas traded on the domestic carbon market exchange; Registration of Programs and Projects under the Carbon Credit Exchange Mechanism; Registration for Use and Allocation of Production and Import Quotas for Controlled Substances; Adjustment and Supplementation of Production and Import Quotas for Controlled Substances; Adjustment of the Content of the PDD or PoA-DD Approval Letter.

In the field of meteorology and hydrology, there are two procedures: Exploitation and use of meteorological and hydrological information and data; and Requesting permission to exchange meteorological and hydrological information and data, and monitor climate change with international organizations, foreign organizations, and individuals.

Water Resources Sector - 10 Procedures: Suspension of groundwater exploration permits and water resource exploitation permits; Return of large-scale groundwater drilling permits; Appraisal of plans for adjusting the operation process of interconnected reservoirs; Calculation of water resource exploitation fees for water supply facilities that are already in operation and have been granted water resource exploitation permits but have not yet had the fees approved; Reissuance of large-scale groundwater drilling permits; Calculation of water resource exploitation fees for facilities not yet in operation; Calculation of water resource exploitation fees for facilities already in operation; Adjustment of water resource exploitation fees; Return of groundwater exploration permits and water resource exploitation permits; Reissuance of groundwater exploration permits and water resource exploitation permits.

In the field of surveying and mapping, there are 3 procedures: Providing information, data, and products of surveying and mapping; Reissuing a surveying and mapping operating license; and Exchanging a surveying and mapping operating license.

Land sector, 2 procedures: Providing land information and data; Providing remote sensing image information and data.

Marine and Island Sector 1 Procedure: Exploiting and utilizing the database of marine and island resources and environment through electronic networks.

Geology and Mineral Resources Sector 1 Procedure: Providing, exploiting, and utilizing geological and mineral resources data.
