Ministry of Finance deploys pilot project to build smart border gates

On October 30, information from the General Department of Customs said that Deputy Minister of Finance Nguyen Duc Chi had just signed and issued Decision No. 2521/QD-BTC dated October 24, 2024 on the plan to implement the tasks of the Ministry of Finance in Decision No. 865/QD-TTg dated August 17, 2024 of the Prime Minister approving the Pilot Project to build a Smart Border Gate on the dedicated road for transporting goods in the area of landmarks 1119-1120 and the dedicated road for transporting goods in the area of landmarks 1088/2 - 1089 belonging to the international border gate pair Huu Nghi (Vietnam) - Huu Nghi Quan (China).

According to the plan, the Ministry of Finance assigned the General Department of Customs as the focal point responsible for synthesizing the progress of implementing the tasks of the plan... The Ministry of Finance assigned the General Department of Customs to preside over 6 tasks including: Upgrading the National Single Window Portal to receive and share information on import and export shipments and means of entry and exit with Nanning Customs (China) and competent authorities at the border gate.

Develop a Decree amending Decree No. 85/2019/ND-CP on the implementation of administrative procedures for exported, imported and transit goods; means of transport exiting, entering and transiting under the national single window mechanism and the ASEAN single window mechanism; specialized inspection of exported, imported and transit goods; management to conform to the model of data exchange of exported and imported goods between Vietnam and China.

At the same time, build and supplement functions on the National Single Window Portal to receive and share information on import and export shipments and means of transport entering and exiting the country with Nanning Customs - China and competent authorities at the border gate.

Discuss and agree with Nanning Customs that the two sides will establish a working group to develop an implementation plan and agree on the types of export and import goods; content, method, frequency of receiving and processing customs declaration information data for import and export goods, means of transport, etc.

The General Department of Customs established a Vietnamese working group to work with Nanning Customs, China to develop a plan to pilot the smart border gate model between Lang Son province (Vietnam) and Guangxi province (China) in the field of customs cooperation. Up to now, the General Department of Customs has completed this task.

In addition, a working and exchange mechanism will be established between the General Department of Vietnam Customs and Nanning Customs, China to pilot the smart border gate model between Lang Son province (Vietnam) and Guangxi province (China).

At the same time, an agreement was reached between the General Department of Vietnam Customs and Nanning Customs, China on the unification of types of export and import goods; content, method, frequency of receiving and processing customs declaration information data for import and export goods, means of transport between the two sides to pilot the smart border gate model between Lang Son province (Vietnam) and Guangxi province (China)...

Develop temporary regulations on customs procedures and customs supervision and control of exported and imported goods through smart border gates.

Accordingly, by the end of the fourth quarter of 2025, the General Department of Customs will develop and submit to the Prime Minister for promulgation a Decision on temporary regulations on customs procedures and customs supervision and control of exported and imported goods piloted through smart border gates...

Coordinate with the People's Committee of Lang Son province to develop a plan for the smart border gate area, enterprises investing in infrastructure and warehouses in the smart border gate area to develop a plan to purchase specialized equipment for inspection, supervision and state control of customs necessary to pilot the construction of the Smart Border Gate, avoiding waste in investment...
