(NLDO) - The Ministry of Transport has just decided to adjust the national airport planning, adding Gia Binh International Airport with a capacity of 1 million passengers/year.
The Ministry of Transport has just issued Decision No. 142 dated February 12 approving the adjustment of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.

According to the content of the Decision, Gia Binh International Airport is adjusted and added to the National Airport System Planning for the period 2021-2030, with a vision to 2050.
Gia Binh Airport is a level 4E airport. The expected design capacity is about 1 million passengers/year in the period 2021-2030; about 3 million passengers/year with a vision to 2050.
The expected land area is about 363.5 hectares.
Estimated investment cost according to planning: about 17,682 billion VND for the period 2021-2030; about 12,083 billion VND with a vision to 2050.
Decision 142 also adjusts the content of the expected land area occupied by the master plan of the airport system until 2030 to about 24,195 hectares.
Adjusted capital investment demand for airport system development by 2030 is about 438,000 billion VND, mobilized from state budget, non-budgetary capital and other legal capital sources.
Other contents remain unchanged according to Decision No. 648 dated June 7, 2023 of the Prime Minister. This Decision takes effect from the date of signing and promulgation.
Thus, the airport system after adding Gia Binh International Airport in the period of 2021-2030 will include 31 airports, including 15 international airports and 16 domestic airports; the vision to 2050 will include 34 airports, including 15 international airports and 19 domestic airports.
Previously, implementing the Prime Minister's direction, the Civil Aviation Authority of Vietnam issued Document No. 521 dated February 5, 2025 on approving the adjustment of the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050.
Accordingly, the aviation authority proposed that the Ministry of Transport consider adjusting the planning in the direction of adding it to the planning of Gia Binh international airport (Bac Ninh).
According to the assessment of the Civil Aviation Authority, Gia Binh airport, in addition to its main function as a base for the People's Public Security Air Force Regiment, was also decided by the Prime Minister to be invested in with the goal of being a reserve for airports in the region when conditions are met.
Upgrading Gia Binh airport into an international airport will contribute to promoting commercial production, e-commerce, freight transport and developing logistics centers, creating momentum to promote socio-economic development.
When converted into an international airport, this airport ensures the operation of special flights serving Party and State leaders visiting and working in localities, countries and territories around the world; ensures the reception and service of all special flights of heads of state when visiting and working in Vietnam.
In necessary cases, Gia Binh airport can serve flight activities related to medical emergencies, rescue, etc.
Regarding natural conditions, Gia Binh airport area has flat terrain, good drainage, and favorable clearance for flight operations. The population is not densely concentrated, so it is convenient for land acquisition.
The airspace of Gia Binh airport does not overlap with the airspace of Noi Bai airport and Cat Bi airport, and can establish an airspace to meet flight operations requirements.
However, the operation of this port will be subject to control and require coordination and flight operations by the Noi Bai Approach Control Area (APP). The purpose is to unify a common flight operations point to ensure safety when simultaneously operating two airports in the Noi Bai Approach Control Area (TMA).
On December 10, 2024, the Gia Binh airport project was started in Xuan Lai commune and Gia Binh town, Gia Binh district, Bac Ninh province, with an area of about 125 hectares, expected to be completed by the end of 2025. This will be a level 3 helicopter airport, level 3 military, and level 3C civil equivalent according to ICAO standards. This is an airport serving the training and combat readiness missions of the Vietnam People's Public Security Air Force.
In early January, the People's Committee of Bac Ninh province proposed to include Gia Binh airport in the national airport network planning. This airport is expected to have an area of 363.5 hectares, an increase of about 250 hectares compared to the scale of phase one being built by the Ministry of Public Security.
With the above proposal, Gia Binh airport will become an airport and share part of the passengers and goods with Noi Bai airport.
Once approved by the competent authority, the authorities will also adjust the passenger and cargo throughput of Noi Bai International Airport appropriately.
