Adding land fund for North-South high-speed railway to land use planning

The policy to adjust the national land use planning for the 2021-2030 period, with a vision to 2050, will add land funds to build the North-South high-speed railway.

On the morning of October 23, Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, submitted to the National Assembly a proposal to adjust the national land use planning for the 2021-2030 period, with a vision to 2050. Mr. Duy said that after 3 years of implementing the national land use planning, it has brought about positive results, meeting the socio-economic development goals, ensuring national defense and security of localities and the whole country. However, due to the impact of the COVID-19 pandemic, natural disasters and negative impacts from the world economic and political fluctuations, the development of industries and fields has encountered many difficulties, so the land transfer to implement development projects of some industries and fields has not met the requirements. Investment preparation and resource allocation to implement the planning are still limited. The implementation of land use targets for some types of land is uneven among localities. Although the allocation has been adjusted and supplemented, it has not yet met the actual needs, which has also affected the socio-economic development results of the localities. The Minister of Natural Resources and Environment said that at the time the National Assembly approved the national land use plan, the national master plan and many national sectoral plans, regional plans, and provincial plans had not been approved. Therefore, the land use needs in the national land use plan and planning have not been fully and accurately determined. After these plans are approved, it is necessary to adjust the national land use plan to suit practical requirements and ensure consistency in the planning system.
Previously, the Government also reported on the acceptance and explanation of the conclusion of the National Assembly Standing Committee on the policy of adjusting land use planning at the meeting on October 10, 2024. This included explaining the opinion of the National Assembly Standing Committee on assessing the basis for adjusting the national land use planning according to the provisions of the Law on Planning. The Government said that currently, in preparation for the 14th National Congress of the Party, the Party Central Committee is drafting a report assessing the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development for the 5-year period 2026-2030 to submit to the congress for consideration and decision. The change in the above socio-economic development strategy will change the objectives of the national land use planning. On the other hand, at the 10th conference, the 13th Central Executive Committee agreed on the policy of implementing the North-South high-speed railway project before 2030 with a land use demand of about 10,827 hectares. Therefore, it is necessary to arrange additional land funds to ensure the goal of developing a synchronous infrastructure system, ensuring the connection of inter-sectoral and inter-regional development spaces, economic corridors and the country's dynamic development regions as decided by the National Assembly in Resolution 39 in 2021. The adjustment of the National Land Use Plan for the 2021-2030 period, with a vision to 2050 as decided by the National Assembly in Resolution 39 is necessary and in accordance with the provisions of the Law on Planning.
