Additional allowances will be provided for accountants, chief accountants, and treasurers of higher-level trade unions.

The addition of allowances for concurrent duties for accountants, chief accountants, and treasurers of higher-level trade unions is stipulated in Decision 7201/QD-TLD dated May 18, 2023.

The Vietnam General Confederation of Labor issued Decision 7201/QD-TLD dated May 18, 2023, amending Decision 4290/QD-TLD dated March 1, 2023, on the collection, expenditure, and management of trade union finances at the grassroots level; and Decision 4301/QD-TLD dated March 4, 2022, on the organizational structure of trade union financial management.

1. Supplementing the allowance for additional duties for accountants, chief accountants, and treasurers of higher-level trade unions.

Accordingly, Decision 7201/QD-TLD dated May 18, 2023, added Article 8 to Decision 4301/QD-TLD dated March 4, 2022, regarding the allowance regime for concurrent duties as accountant, chief accountant, and treasurer of higher-level trade unions:

- If the higher-level trade union directly above the grassroots level does not have a dedicated staff member, or if the trade union's affiliated organization does not have a person who meets the qualifications and standards prescribed by the Vietnam General Confederation of Labor to be appointed as chief accountant, then the provincial/city labor federation, the central industry trade union and equivalent shall appoint one trade union finance specialist at their level;

Alternatively, a full-time trade union official, who is also the chief accountant of the higher-level trade union directly above the grassroots level, may be assigned additional chief accountant duties in units where there is no one meeting the required qualifications and standards, but one person may be assigned additional chief accountant duties for a maximum of 3 units.

These units are responsible for paying a monthly responsibility allowance to the chief accountant, based on a coefficient of 1.0 of the basic salary.

- In cases where provincial/city labor federations, central industry trade unions, and equivalent organizations do not have personnel who meet the qualifications and standards to assign additional chief accountant duties in units with needs, then:

The higher-level trade union directly above the grassroots level shall assign a union member from the unit who meets the qualifications and standards to serve as the chief accountant and pay a monthly responsibility allowance to the chief accountant who also holds the position, at a coefficient of 1.0 of the basic salary.

- If the higher-level trade union directly above the grassroots level does not have a full-time trade union official to assign the duties of treasurer who meets the standards and requirements of financial management as prescribed, then:

Assigning qualified union members from the unit to serve as treasurers and providing a monthly responsibility allowance for treasurer duties, with a coefficient of 0.5 of the basic salary.

2. Allowances for the position of chief accountant in charge of the finance department, responsibility allowance for the chief accountant, and allowance for the person performing the duties of chief accountant of the trade union at the level directly above the grassroots level.

The allowance regime for the position of chief accountant in charge of the finance department, the responsibility allowance for the chief accountant, and the allowance for the chief accountant of the trade union at the immediate superior level to the grassroots level, as stipulated in Article 9 of Decision 4301/QD-TLD dated March 4, 2022 (amended by Decision 7201/QD-TLD dated May 18, 2023), is as follows:

- The Head of Finance, Head of Accounting Department, and Accounting Officer perform the duties of chief accountant in units with their own financial management systems;

Full-time trade union officials assigned to the position of Chief Accountant at a higher-level trade union accounting unit that has been decentralized in collecting trade union funds and managing grassroots trade union finances, in addition to their position allowance (if any), are entitled to a responsibility allowance for performing the duties of Chief Accountant equal to 0.2 times the basic salary.

- For accounting staff, those assigned to the position of chief accountant who are full-time trade union officials in other units, in addition to their position allowance (if any), are entitled to a responsibility allowance for performing the duties of chief accountant equal to 0.1 times the basic salary.

1. Supplementing the allowance for additional duties for accountants, chief accountants, and treasurers of higher-level trade unions.

2. Allowances for the position of chief accountant in charge of the finance department, responsibility allowance for the chief accountant, and allowance for the person performing the duties of chief accountant of the trade union at the level directly above the grassroots level.
