Reporting on the results of the implementation of the 2024 and first months of 2025 supervision programs, and the planned 2026 supervision programs of the National Assembly and the National Assembly Standing Committee, Chairman of the Committee for People's Aspirations and Supervision Duong Thanh Binh said that, based on the resolutions on the 2024 and 2025 supervision programs, the National Assembly, the National Assembly Standing Committee, the agencies of the National Assembly, the delegations of National Assembly deputies and National Assembly deputies have organized comprehensive and synchronous implementation with many improvements, innovations, and flexible adjustments to suit the practical situation; thereby, achieving important results.

Specifically, the work of building and perfecting institutions continues to receive attention, ensuring compliance with practical situations, contributing to removing "bottlenecks" in the implementation of legal provisions on supervision activities. Questioning and answering activities at National Assembly sessions and meetings of the National Assembly Standing Committee continue to affirm themselves as a direct and effective form of supervision with many important innovations. Thematic supervision activities continue to be comprehensively implemented, achieving many positive results.

“It is noteworthy that in 2024, the National Assembly will organize supervision right when important national projects are in the process of implementation, which is important in accelerating the progress of project implementation, detecting difficulties and obstacles to promptly resolve them, ensuring the progress of important national projects,” the Chairman of the Committee for People's Aspirations and Supervision emphasized.

The Chairman of the Committee for People's Aspirations and Supervision said that the review of the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning was carried out with the spirit of maximizing the results achieved in the "re-supervision" activities of the National Assembly at the 6th Session. Supervision of the settlement of complaints, denunciations and petitions of voters has been increasingly strengthened and become a regular activity.

The National Assembly Standing Committee has paid attention to and implemented the supervision and guidance of the People's Council's activities, and has become more and more regular. The direction and coordination of supervision activities have been closely and promptly directed. The National Assembly delegations and National Assembly deputies have actively implemented supervision activities; in which, the National Assembly delegations have selected 76 specialized supervision and survey topics with focus and key points, focusing on issues arising from practice, linked to the actual situation of the locality, attracting the attention of a large number of local voters.

Based on the characteristics and special situation of 2026, the Standing Committee of the People's Aspirations and Supervision Committee recommends that the Standing Committee of the National Assembly report to the National Assembly for permission not to propose thematic supervision content in the National Assembly's 2026 Supervision Program.

Pay attention to implementing election preparation supervision

Speaking at the meeting, National Assembly Chairman Tran Thanh Man acknowledged that the report had been carefully prepared by the People's Aspirations and Supervision Committee; at the same time, he noted that it was necessary to add to the 2025 Supervision Program the content on supervising the preparation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; clearly stating that this is an issue on which we must focus our efforts.

Regarding the contents that need to be monitored in 2025, National Assembly Chairman Tran Thanh Man noted that it is necessary to monitor the implementation of the Socio-Economic Development Plan in the period from 2021 to 2025. The Ethnic Council and the National Assembly Committees need to have a monitoring plan on this content to report to the National Assembly.

Regarding election supervision, National Assembly Chairman Tran Thanh Man emphasized that this is a key issue, it is necessary to supervise the establishment of the National Election Council and the organization of elections for the 16th National Assembly and People's Councils at all levels to ensure transparency, democracy and publicity. Pay attention to evaluating the implementation of the Election Reform Project to ensure the rights of voters and fairness in elections.

The National Assembly Chairman also suggested that when supervising the preparation and implementation of the election, "we should not set up a delegation to go around in a flashy manner, but instead find ways to overcome the limitations as reflected in the report."

Regarding the supervision of legal documents, the National Assembly Chairman noted that this supervision work is currently mainly based on reports from the Government, ministries and branches, so the National Assembly agencies need to diversify information sources in the coming time. Because the supervision of legal documents is not only to raise issues for the Government, ministries, branches and localities to overcome, but also for the National Council and the National Assembly Committees to self-correct. The National Assembly agencies must be pioneers, exemplary, and properly implement the Party's guidelines, policies and the State's laws.

To complete the report, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai also said that, in addition to strengthening training and fostering on the authority and responsibility of National Assembly deputies in supervision, on the supervision process and skills in exercising supervisory rights for National Assembly deputies and implementing officers of the Office of the National Assembly Delegation and People's Council, it is necessary to strengthen training for officers of the specialized Department of the Ethnic Council and the National Assembly Committees.

At the same time, pay attention to applying digital transformation in supervision to ensure quality, increase efficiency, and reduce time; research and propose measures to improve the efficiency and quality of supervision by People's Councils at all levels...

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Committee for People's Aspirations and Supervision should absorb the opinions at the meeting to complete the Report.

Regarding supervision work in 2025, the Vice Chairman of the National Assembly suggested that it is necessary to focus on overcoming the limitations and shortcomings mentioned in the report; promote the self-supervision mechanism, and set an example for the National Assembly agencies as directed by the Chairman of the National Assembly. Based on the review of the plans of the Ethnic Council and the Committees, it is necessary to pay attention to supervising the appointment of People's Councils at the commune level of new administrative units; conduct inspections and supervision of the preparation and organization of elections of National Assembly deputies and People's Council deputies at all levels according to the Politburo's directive, the Law on Election of National Assembly Deputies and People's Council Deputies, and the plan of the National Election Council; supervise legal documents of the Government, ministries, branches, etc.

The National Assembly Standing Committee agreed with the proposal of the People's Aspirations and Supervision Committee on not proposing thematic supervision content in the National Assembly's 2026 Supervision Program.
