On the afternoon of July 12, the Ministry of National Defense held a conference to review the first 6 months of 2023 in the work of justice, inspection, legislation, auditing and 1389. Senior Lieutenant General Vo Minh Luong, member of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Deputy Minister of National Defense chaired the conference.
Attending the conference were more than 500 delegates representing agencies and units under the Ministry of National Defense at 29 online connection points throughout the army.

The report presented by Major General Han Manh Thang, Director of the Legal Department of the Ministry of National Defense at the conference showed that: In the first 6 months of 2023, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels have regularly paid attention to leading and directing judicial, inspection, legal, auditing agencies, functional forces of the Border Guard and Coast Guard to unite, promote democracy, collective intelligence, closely follow reality, and successfully complete tasks according to plan and unexpected tasks.
The agencies have promptly advised and assisted the Central Military Commission and the Ministry of National Defense in leading and directing the achievement of many results in the work of building and perfecting institutions and legal policies on military and national defense; directed the work of inspection, examination, investigation, prosecution, trial, and execution of sentences in cases and cases to ensure the right people, the right crimes, and the right laws, and to avoid wrongful convictions; minimized the situation of criminals being let go; directed the Border Guard and Coast Guard to proactively grasp the situation of borders and sea areas, promptly advised and proposed measures to combat and prevent crimes and law violations on borders, seas, and islands.
Along with that, the dissemination and education of law and international cooperation in the fields of justice, inspection, legislation, crime prevention and control are increasingly focused, substantial and effective. The work of building the sector is highly valued, the quality of the staff is improved; many agencies and individuals are awarded by the Party, the State and the Ministry of National Defense.

After listening to the reports and opinions of the delegates at the conference, Senior Lieutenant General Vo Minh Luong commended and highly appreciated the outstanding results that the agencies and units of the entire army had achieved in the work of justice, inspection, legislation, auditing and 1389 work.
In order for these aspects of work to continue to be effectively implemented in the coming time, Senior Lieutenant General Vo Minh Luong requested that agencies and units thoroughly grasp and seriously implement the above directives and resolutions on law, especially Resolution No. 27-NQ/TW of the Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.
Effectively implement the work of institutional building, especially the development of strategies, programs and plans for judicial reform in the Army; develop assigned draft laws and ordinances to ensure progress and time as prescribed; improve the quality of research, consultation and proposal work to the Ministry of National Defense to perfect the legal system on military and national defense.

Senior Lieutenant General Vo Minh Luong also requested that agencies and units closely coordinate and strictly implement the law in investigation, prosecution, trial and execution of judgments; strengthen inspection, examination and auditing work, especially in sensitive areas prone to corruption and negativity; complete inspections on schedule and on time; resolutely apply measures to prevent and recover lost and misappropriated State and Military assets. Further improve the quality of propaganda, dissemination and education of law in combination with political and ideological education; proactively prevent and combat violations and crimes early and from afar; do well in emulation and reward work; and resolutely handle cases of violations in accordance with State law and Military discipline. The Border Guard and Coast Guard forces focus on special projects to combat and destroy criminal organizations and networks, smuggling, trade fraud, human trafficking, illegal immigration, etc.
Pointing out some limitations and not achieving the desired results, Senior Lieutenant General Vo Minh Luong noted that agencies and units should review their programs and annual plans, specifically evaluate what has been done and what still exists to draw lessons and have solutions and measures to completely handle them in the coming time.
At the conference, Senior Lieutenant General Vo Minh Luong awarded prizes to collectives and individuals with outstanding achievements in the first 6 months of 2023 in the fields of justice, inspection, legislation, auditing and 1389 work.
