Through the actual inspection and report of the leaders of Military Region 3 Command, it is affirmed that in the past time, the administrative reform, development of e-government and digital transformation of Military Region 3 has always received the attention, leadership and direction of the Central Military Commission, the Head of the Ministry of National Defense, Command 86 and guidance from higher-level professional agencies. The system of legal documents serving administrative reform, development of e-government and digital transformation is complete and strict. Accordingly, the Party Committee and Command of Military Region 3 have regularly led and directed the thorough dissemination of the viewpoints, policies, plans and instructions of the Government and the Ministry of National Defense on administrative reform, development of e-government and digital transformation; promoted propaganda and education to change the awareness of commanders at all levels as well as the awareness of cadres and employees on administrative reform, development of e-government and digital transformation. The entire Military Region implemented the administrative reform plan, developed e-government and digital transformation on time, with content, quality and efficiency, contributing to the successful implementation of political , military and national defense tasks.

The officers and employees in charge of administrative reform and development of e-Government have good moral qualities and professional qualifications that meet the requirements of administrative reform, development of e-Government and digital transformation. In particular, information technology has been effectively applied in the management of military numbers, management of professional military personnel, workers and defense officials, social insurance book management programs, health insurance cards, management and settlement of demobilization regimes for non-commissioned officers and soldiers, and management of equipment work with highly effective and convenient software.

Concluding the inspection, Senior Lieutenant General Le Huy Vinh commended the outstanding results in administrative reform, development of e-government and digital transformation of Military Region 3 in recent times. At the same time, he requested leaders and commanders at all levels in Military Region 3, especially the heads, to raise awareness and responsibility; pay more attention to administrative reform, development of e-government and digital transformation; promote internal resources and collective strength to focus on overcoming difficulties, shortcomings and limitations that have been pointed out. Continue to promote propaganda on administrative reform, development of e-government and digital transformation in the direction of innovation in forms and content of propaganda, suitable for each target, close to the targets and tasks of administrative reform, development of e-government and digital transformation assigned by the Ministry of National Defense and the targets and requirements set out in the plans for administrative reform, development of e-government and digital transformation of the Military Region and agencies and units.

Senior Lieutenant General Le Huy Vinh also requested the Military Region 3 Command to urgently reorganize and rename the Steering Committee for Administrative Reform and e-Government of the Military Region in accordance with regulations. Improve the effectiveness of staff work, effectively perform tasks on administrative reform, develop e-Government towards digital government and digital transformation according to the functions and tasks of the Military Region and its affiliated agencies and units. Actively review and propose competent authorities to amend, supplement, and issue new legal documents on military, national defense, and cryptography; especially legal documents related to military and national defense issued by local authorities at all levels in the Military Region; review and complete internal legal documents in the Military Region to ensure consistency, unity, and compliance with the laws and regulations of the Ministry of National Defense.

Continue to implement and ensure the progress and quality of the work of reviewing and simplifying internal administrative procedures for the period of 2022-2025 according to the Plan of the Ministry of National Defense and the Military Region; increase the sending and receiving of electronic documents with digital signatures and work settlement records on the military data transmission network to speed up the progress of work settlement according to assigned functions and tasks; increase the rate of computers connected to the military computer network and apply shared software of the Ministry of National Defense; deploy solutions to ensure information security and network security for information systems serving administrative reform, developing e-Government, and digital transformation in the Military Region...
Regarding the shortcomings and limitations pointed out by the inspection team members, Senior Lieutenant General Le Huy Vinh noted that Military Region 3 should study, absorb, rectify and promptly overcome them; at the same time, assign the Office of the Ministry of National Defense to synthesize and notify the inspection conclusions to the Military Region 3 Command and relevant agencies and units for implementation.
