The Ministry of Home Affairs sets out four policies for officials and civil servants affected by administrative unit reorganization.

On the afternoon of April 6, at the regular Government press conference for March 2025, Deputy Minister of Home Affairs Nguyen Thi Ha answered reporters' questions about the operation of the two-level local government model to avoid difficulties for people and businesses in carrying out administrative procedures and resolving policies for those affected.

Deputy Minister Nguyen Thi Ha said that, implementing the conclusion of the Politburo and the Secretariat on the policy of rearranging administrative units at all levels and building two-level local governments, the Ministry of Home Affairs was assigned to advise on the development of a project to submit to the Politburo and the Central Executive Committee; at the same time, develop a draft of the revised Law on Local Government and related guiding documents to implement the two-level government model.

Accordingly, the Ministry of Home Affairs has proposed regulations on the organization of two-level local government activities in the direction that after the dissolution of the district level, in addition to performing the current tasks and powers, the commune-level local government will also assume the tasks and powers of the district level.

Local authorities at the commune level will be given more power; the organizational structure and civil service regime will be reformed to ensure requirements and tasks.

Administrative procedures previously carried out at the district level will be directly carried out at the commune level.

"Therefore, it is necessary to focus on applying information technology, digital transformation, simplifying procedures, shortening administrative procedure time to better serve people and businesses," said Deputy Minister Nguyen Thi Ha.

Regarding this issue, Minister and Head of the Government Office Tran Van Son also said that in the upcoming model of organizing local government at the commune level, there will be a public administrative service center to conveniently handle procedures for people and businesses.

Along with that, the Ministry of Home Affairs also proposed transitional regulations to implement the tasks, powers, and regulations of the new commune-level model after the dissolution of the district level, ensuring seamless, uninterrupted operations, no overlap, duplication, or omission of tasks, no impact on socio-economic development tasks, normal social activities, and better serving the people and businesses.

Regarding the regime and policies for those affected, Deputy Minister of Home Affairs Nguyen Thi Ha emphasized that this is an issue of special concern to the Party and State.

Accordingly, the special policies applicable to local people remain unchanged. For cadres, civil servants and workers, the following policies are in place:

Firstly, implement a unified civil service and civil servant regime from the central to communal level, without distinguishing between central, provincial and communal civil servants as is currently the case.

Second, review and select people who meet the required standards of capacity and expertise to continue working at agencies, organizations and units.

Third, there are policies to reserve salaries and allowances for those who are assigned to lower positions or titles, or who do not hold a position for a certain period of time.

Fourthly, in case of early retirement or failure to meet work requirements and tasks, there are preferential policies and regimes applied according to Decree 178 and Decree 67 of the Government on policies and regimes for civil servants, employees, and armed forces in the implementation of political apparatus arrangement.
