The Ministry of Home Affairs has just sent a document to ministries, ministerial-level agencies, government agencies, and provincial and municipal People's Committees requesting strict implementation of Party regulations and laws on disciplinary action against cadres, civil servants, and public employees.
In order to implement Party regulations and laws, based on the requests of a number of ministries, branches and localities, the Ministry of Home Affairs has submitted to the Prime Minister for consideration and decision on administrative discipline according to its authority for cases of violations that have been subject to Party disciplinary action.
However, during the implementation process, some ministries, branches and localities were slow to request the Prime Minister to handle administrative discipline after the decision on party discipline had been made.
On the other hand, some documents proposed disciplinary action but did not propose the form of discipline, time of discipline and time of disciplinary enforcement in accordance with the provisions of Decree No. 112/2020. This led to the delay in issuing the Prime Minister's disciplinary decision.
Implementing the direction of Deputy Prime Minister Tran Luu Quang, the Ministry of Home Affairs requested ministries, branches and localities to thoroughly grasp and fully and seriously implement the Party's regulations and laws on disciplinary action against violators, especially ensuring the time and deadline for disciplinary action.
Accordingly, in cases where there has been a decision on party disciplinary action, an administrative disciplinary decision must be promptly issued according to authority.
If the disciplinary action falls under the Prime Minister's authority, within 7 working days from the date of announcement of the decision on party disciplinary action, a written proposal for administrative disciplinary action must be submitted, including specific proposals for the form of discipline, time of disciplinary action and time of disciplinary action, to the Prime Minister, and at the same time, to the Ministry of Home Affairs for appraisal and reporting to the Prime Minister for consideration and decision.
