On the morning of May 23, Minister of Home Affairs Pham Thi Thanh Tra and Lao Minister of Home Affairs Thongchanh Manixay signed a memorandum of understanding on cooperation for the 2023-2026 period between the two sides.
Accordingly, the two sides will continue to strengthen cooperation, exchange information, and share experiences in many fields. Specifically, in the fields of administrative organization, state career; local government, administrative unit boundaries; cadres, civil servants, and public employees in public service; training and fostering in the field of administration and state administrative management; digital transformation, digitalization of public services, etc.
In addition, the two sides will coordinate to organize bilateral seminars, scientific research activities, experience exchange, training courses and workshops in areas of work suitable to the conditions of both sides.
The Vietnamese Ministry of Home Affairs is willing to send 2-3 lecturers and experts to support and advise on research, legal policy development, and teach short-term courses for Lao Ministry of Home Affairs officials in the areas of cooperation between the two sides. The time, content of work and frequency of consultation and teaching sessions will be discussed and decided by the two sides on a case-by-case basis.
Delegations of Lao officials come to Vietnam to study for 1-3 months
The two sides presented to each country's Government about cooperation activities in training, fostering, and providing professional training for officials, civil servants, and public employees, and training high-quality human resources for Laos from aid funds from the Vietnamese Government to the Lao Government.
Every year, the Vietnamese Ministry of Home Affairs is ready to receive delegations of Lao officials (about 20 officials/delegation) to study short-term professional training from 1-3 months in Vietnam or organize short-term and long-term training courses, professional training and internships at training facilities of the Vietnamese Ministry of Home Affairs.
The Memorandum of Understanding comes into effect from June 1, 2023 and is valid until December 31, 2026.
Before signing the memorandum, the two ministers had a meeting. Minister Pham Thi Thanh Tra said that in recent times, the two ministries have had close cooperation, with practical and effective activities, achieving many results.
Notably, training and fostering cadres and civil servants in state management of the Lao Interior sector; training Lao students at university and postgraduate levels in public administration and public management.
In addition, the Vietnamese Ministry of Home Affairs has helped the Lao Ministry of Home Affairs develop the Law on Public Service and Civil Servants; organized workshops to share experiences in internal affairs between the two countries; exchanged experiences in administrative reform and building the Lao National Archives Center; exchanged and shared experiences in State management of emulation and rewards, religion, and beliefs, etc.
Lao Minister of Interior Thongchanh Manixay agreed with Minister Pham Thi Thanh Tra's assessment of the effective cooperation between the two sides.
These cooperative activities have contributed to strengthening the great relationship and special solidarity between the two countries and the two Ministries of Home Affairs of Vietnam and Laos. At the same time, they expressed their desire to exchange and learn from Vietnam in the fields of work of the Home Affairs sector.
