On the morning of April 6, at the regular Government meeting in March 2025 and the Government's online conference with localities, Minister of Home Affairs Pham Thi Thanh Tra reported and announced the results and rankings of the 2024 administrative reform index of the People's Committees of provinces and centrally run cities (PAR Index 2024).
This result is measured based on a survey of people, officials, civil servants, and leaders at ministries, localities, associations, and unions with more than 85,600 votes.
Minister Pham Thi Thanh Tra said that the administrative reform index in 2024 of provinces and cities continued to maintain positive growth with the highest average value ever, reaching 88.37%, 1.39% higher than in 2023.
This is also the second consecutive time that 63/63 localities have achieved an administrative reform index of over 80%.
According to statistics, 53 localities have an increased administrative reform index compared to 2023, the highest increase is Binh Thuan (6.39%), the lowest increase is Lai Chau (0.19%). However, there are still 9 localities with a decrease in the index, but the decrease is insignificant, the province with the highest decrease is 2.94% and the lowest decrease is 0.21%.
The results of the 2024 administrative reform index of provinces and cities are divided into 2 groups. Group A, achieving index results of 90% or more, includes 13 provinces and cities. Group B, achieving index results of 80% to below 90%, includes 50 provinces and cities.
According to the assessment, Hai Phong City ranked first in the administrative reform index rankings in 2024 with a result of 96.17%, 4.30% higher and 1 rank higher than in 2023.
This is the second time Hai Phong City has led the country in the administrative reform index (the last time was in 2021). In the 13-year history of evaluating the PAR Index, Hai Phong City has been in the top 5 leading localities in the country for 12 consecutive years, of which 7 years it ranked 2nd out of 63.
"Strong administrative reform efforts have helped Hai Phong City create miracles in the renovation period. In 2024, Hai Phong became the first and only locality in the country to achieve double-digit growth for 10 consecutive years; attracting foreign direct investment (FDI) of 4.7 billion USD, 2.35 times higher than the plan," the Ministry of Home Affairs assessed.
Ranked 2nd out of 63 is Ba Ria - Vung Tau province with a result of 93.35%, up 3 rankings compared to 2023. In 2024, the level of people's satisfaction with the quality of public services provided by the province is very high (reaching 90.09%); is a pioneering locality in implementing the policy of 100% tuition exemption for high school students (which has now been expanded nationwide); GRDP growth in 2024 reached 11.72%, the highest level in the past 10 years; attracting more than 2 billion USD in foreign direct investment (FDI), more than 2 times higher than in 2023...
Some other localities have also shown outstanding progress and achieved very positive results in administrative reform, such as: Hanoi ranked 3rd/63, reaching 92.75%; Quang Ninh ranked 4th/63, reaching 91.49%; Thai Nguyen ranked 5th/63, reaching 91.47%.
At the bottom of the 2024 administrative reform index rankings is Cao Bang province, reaching 82.95%. However, this result is still 1.63% higher than the unit at the bottom of the 2023 administrative reform index rankings (An Giang, in 2023 only reached 81.32%).
Through assessment, in 2024, administrative reform work of Cao Bang province has made progress, the administrative reform index increased by 0.98% compared to 2023.
In addition, some other localities also showed quite low results in the 2024 administrative reform index: Bac Kan reached 84.23%, ranked 60th; Gia Lai reached 84.01%, ranked 61st and Lam Dong reached 83.11%, ranked 62nd.
