In order to manage and control the number of fishing vessels and remove the EC yellow card, the Ministry of Agriculture and Rural Development requested Quang Ngai province to review and make a list of fishing vessels that have not been inspected or registered and propose management solutions.
According to Mr. Nguyen Van Muoi, Head of the Department of Fisheries of Quang Ngai province, the whole province has 716 "3 no" fishing boats (not registered, not inspected and not granted a fishing license). These boats are all 6m or longer, most concentrated in Ly Son district with 228 boats, Duc Pho town with 186 boats, Quang Ngai city with 160 boats...
At the same time, hundreds of “2 no” fishing vessels are those that have been granted fishing vessel registration certificates but have not been inspected and lack fishing licenses. This has left hundreds of fishing vessels stranded, while the owners have borrowed money to build new vessels but cannot go to sea, leading to mounting debts and difficulties.

Faced with this situation, the Ministry of Agriculture and Rural Development has requested Quang Ngai province to review and count unregistered fishing vessels, prevent fishing vessels from violating IUU fishing (illegal, unreported and unregulated fishing) and propose management solutions. Accordingly, the Chairman of the Quang Ngai Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant agencies, units and localities to implement and report to the Provincial People's Committee and the Ministry of Agriculture and Rural Development.
According to the Department of Agriculture and Rural Development of Quang Ngai province, by making a list and proposing management solutions, this is an opportunity for unregistered fishing vessels operating in fisheries to be registered and granted fishing licenses according to the provisions of the Fisheries Law 2017, with the expected implementation time before the second quarter of 2024. Therefore, the Department of Agriculture and Rural Development of Quang Ngai province proposes to review and supplement information on unregistered fishing vessels, and report the results before December 9.
The provincial Department of Agriculture and Rural Development identified this as an important task for the Ministry of Agriculture and Rural Development to consider amending regulations on putting unregistered vessels under management, resolving difficulties in the inspection and control of fishing vessels in the past, in order to effectively implement tasks and solutions to combat IUU fishing in the coming time.
