On the afternoon of January 25, the National Assembly Standing Committee held a ceremony to announce and present the Resolution on the transfer and appointment of personnel to the position of Assistant to the National Assembly Chairman.
At the ceremony, Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh announced Resolution No. 968 of the National Assembly Standing Committee on the transfer and appointment of Mr. Bui The Cu to the position of Assistant to the Politburo member and Chairman of the National Assembly. Before being transferred, Mr. Cu held the position of Chairman of the Inspection Committee of the Hung Yen Provincial Party Committee.

Presenting the Resolution and congratulating Mr. Bui The Cu on his new position, Permanent Vice Chairman of the National Assembly Tran Thanh Man emphasized that during the 15th tenure, the Party Delegation of the National Assembly and the leadership of the National Assembly always determined the policy of continuous innovation in the work of organizing cadres; determined to build a team of cadres, especially strategic-level cadres with sufficient qualities, capacity, prestige, and equal to the task.
According to Mr. Man, the new Assistant to the Chairman of the National Assembly is a capable official, with basic training and a PhD in economics. Mr. Cu has also worked hard and matured for more than 23 years in the locality, holding many positions in the Party and government, from district leader to Hung Yen province leader.

During his work, Mr. Bui The Cu always tried his best, showed a sense of responsibility, and was closely involved in his work. He was highly appreciated by the Standing Committee of Hung Yen Provincial Party Committee for his capacity, professional qualifications, and ability to analyze and synthesize information.
Mr. Bui The Cu was born in 1978, from My Hao district, Hung Yen province. He is a PhD in Agricultural Economics.
Mr. Cu has held positions such as Deputy Head of the Management Board of Industrial Parks of Hung Yen province, Deputy Secretary of My Hao District Party Committee, Deputy Chief of Office of Hung Yen Provincial Party Committee, Deputy Director and then Director of the Department of Natural Resources and Environment, Vice Chairman of Hung Yen Provincial People's Committee.
According to Mr. Tran Thanh Man, the National Assembly leadership always expects Assistants and Secretaries to promote initiative, creativity, enthusiasm, and responsibility in advising and proposing solutions to work for the common good and of strategic nature.
This position is also expected to play a bridging role between the Ethnic Council, the National Assembly Committees, the National Assembly Office, and the Committees of the National Assembly Standing Committee; promoting the spirit of solidarity and openness to contribute to building innovative, dynamic, creative, effective, and practical agencies and units.
Mr. Man emphasized that the position of advisor and assistant to the Politburo member and National Assembly Chairman requires a comprehensive, comprehensive, and in-depth vision; strategic advisory capacity; experience, creativity, good thinking, and quick response.
Therefore, the Vice Chairman of the National Assembly requested Mr. Bui The Cu to continue to maintain his political qualities, steadfastness, and exemplary character, uphold his sense of responsibility, constantly strive, practice, and improve his professional knowledge and skills, and increase exchanges and coordination with agencies and units to excellently complete assigned tasks.

In his acceptance speech, the new Assistant to the National Assembly Chairman, Bui The Cu, respectfully thanked the Secretariat, the National Assembly Party Delegation, the National Assembly Standing Committee and the National Assembly Chairman himself for entrusting him with the new task.
Mr. Cu affirmed that this is a step of personal maturity after 23 years of continuous work in Hung Yen province.
In his new position, new Assistant to the National Assembly Chairman Bui The Cu pledged to strive, train, and complete assigned tasks.
Currently, the National Assembly Chairman has 3 Assistants including Mr. Pham Thai Ha, Mr. Hoang Xuan Hoa and Mr. Bui The Cu.
According to Regulation 30 of the Politburo stipulating standards, conditions, tasks, appointment procedures, policies and regimes for the positions of assistant and secretary, the National Assembly Chairman is allowed to use no more than 4 Assistants.
In case of necessity, if there is a need to use more assistants than prescribed, it must be reported to the Politburo for consideration and decision.
The assistant to the Chairman of the National Assembly receives salary and policies and benefits equivalent to those of a deputy minister.
Regulation 30 of the Politburo requires many general regulations for the title of Assistant, such as political qualities, ethics, lifestyle, professional qualifications and capacity, and prestige.
In addition to the general standards and conditions, the Assistant position must have appropriate professional qualifications, in-depth understanding of the assigned field; have the ability to research, analyze, synthesize information and advise; and have the ability to coordinate work.
The title of Assistant, according to Regulation 30, must also hold the position of head or equivalent or have a leadership position allowance coefficient equivalent to that of department head or higher for at least 3 years. In special cases, report to the competent authority for consideration and decision.
