At the meeting, Chief Inspector of the Ministry of Foreign Affairs Nguyen Xuan Anh, Standing Member of the Steering Committee, reported on the results of the work of preventing and combating corruption, waste and negativity since the 6th meeting (September 25, 2024) to date, and at the same time proposed directions for implementation in the coming time.
According to the Chief Inspector of the Ministry of Foreign Affairs, the units within the Ministry and the representative agencies have seriously implemented the conclusions of General Secretary To Lam at the 26th Session of the Central Steering Committee on Anti-Corruption. Internal inspection, examination and supervision work has been focused on, thereby promptly correcting and overcoming shortcomings, limitations, and strictly controlling assets and income. Notably, up to this point, there have been no complaints or denunciations related to the prevention and combat of corruption, waste and negativity of civil servants, public employees and employees of the Ministry of Foreign Affairs.

Speaking at the meeting, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son emphasized that the work of preventing and combating corruption, waste and negativity has always been directed by the Ministry's leaders resolutely, comprehensively and regularly. Thanks to that, in 2024, tasks in this field will be implemented seriously, effectively, and increasingly systematically, achieving many positive results.
However, the Deputy Prime Minister and Minister also frankly pointed out some shortcomings and limitations, such as uneven quality of inspection and supervision; some Party committees have not been really resolute in leadership and direction; the ability to self-inspecte and detect violations of some grassroots Party organizations is still limited. In particular, administrative reform and digital transformation have not been as effective as expected; the service mindset in handling administrative procedures and providing public services at some representative agencies is still slow, causing frustration for citizens.
In addition, the management and use of public assets still have many shortcomings; some headquarters are degraded, with low exploitation efficiency; the implementation of investment projects to build representative agencies still faces obstacles. In particular, the investment project to build the Ministry of Foreign Affairs Headquarters at 2 Le Quang Dao has been dragging on for many years, causing waste of state assets.

To overcome the limitations, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son requested the Steering Committee to update and seriously disseminate new regulations on preventing and combating corruption, waste and negativity; and complete the work plan and program for 2025.
The Deputy Prime Minister and Minister emphasized the need to speed up the removal of obstacles in the Project to build the Ministry of Foreign Affairs Headquarters, and at the same time propose to the Politburo and the Secretariat a specific mechanism to resolve the issue once and for all. In addition, he requested to review and propose plans for effective use of housing and land facilities to avoid waste.
In the context of merging and streamlining the organization, the Deputy Prime Minister and Minister requested to ensure the stability of the apparatus, prevent the situation of "lobbying" and profiteering. The handling of violations (if any) must be strict, ensuring deterrence. In addition, he directed the study of transferring the function of the Standing Steering Committee - currently chaired by the Ministry Inspectorate - to a suitable unit, ensuring effective advisory work and implementation.
Concluding the meeting, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son emphasized that the implementation of anti-corruption work at the Ministry of Foreign Affairs must be carried out resolutely, substantially, and avoid formality. |
The Deputy Prime Minister and Minister emphasized the importance of research and advisory work, and requested the Steering Committee to innovate its working methods and strengthen coordination with relevant agencies to improve the effectiveness of preventing and combating corruption, waste and negativity.
Concluding the meeting, he requested that this work be carried out resolutely and substantially, avoiding formality. Each cadre, party member, civil servant and public employee must uphold their responsibility, set an example in performing their duties, and contribute to building an honest and transparent diplomatic sector that meets the requirements of national development and international integration.
