(NLDO) - Prime Minister Pham Minh Chinh said that the current inspection agency apparatus is still cumbersome and has many layers, so it is necessary to reorganize and rearrange it.

On the afternoon of January 13, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on "summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently" chaired the 10th meeting of the Steering Committee.

According to the report at the meeting, after the arrangement and streamlining, the apparatus of the 15th Government for the 2021-2026 term will have 14 ministries, 3 ministerial-level agencies (reducing 5 ministries and ministerial-level agencies), and 5 government agencies (reducing 3 agencies).

Regarding the internal organization of ministries and agencies, it is expected to reduce more than 4,250 units. Of which, it is expected to reduce 13/13 general departments, 519 departments, 219 divisions, 3,303 branches, and 203 public service units (these figures do not include the organizational arrangement of the Ministry of Public Security and the Ministry of National Defense).

Based on the updated progress of the implementation of the organization and streamlining of the apparatus, the Ministry of Home Affairs requests that ministries and branches continue to review and complete the plan for organization and streamlining of the internal apparatus, along with the draft Decree stipulating the functions, tasks, powers and organizational structure of their ministries and branches.

At the same time, localities also need to complete plans to reorganize specialized agencies under the People's Committees at provincial and district levels in a similar direction to the reorganization and streamlining of the Government's apparatus, ensuring consistency, unity, and connectivity in state management of sectors and fields from the central to district levels.

At the meeting, the Steering Committee discussed the arrangement of the inspection agency system according to administrative levels to ensure effective and efficient operations. According to the arrangement plan, the inspection sector will be reduced from 19 focal points to 16 focal points.

Concluding the meeting, Prime Minister Pham Minh Chinh welcomed the Ministry of National Defense and the Ministry of Public Security for completing the tasks and objectives according to Resolution No. 05 of the Politburo on the organization of the people's army and Resolution No. 22 of the Politburo on promoting the building of the people's public security force.

The Prime Minister requested that the two ministries continue to review and report to competent authorities on the arrangement of units and agencies according to the conclusions, policies and orientations of the Central Committee, the Politburo, the Central Steering Committee and the Government Steering Committee.

Regarding the reorganization of the inspection agency system, Prime Minister Pham Minh Chinh assessed that the current inspection work is basically effective, but the apparatus is still cumbersome and multi-layered. Along with that, the direction and operation are ineffective in some places and at some times, so it is necessary to reorganize and rearrange to operate more effectively, efficiently and effectively.

The Prime Minister requested to study the plan to arrange specialized inspection agencies at appropriate levels to maximize efficiency in performing political tasks, avoid overlap, reduce intermediaries, and ensure unity and independence in performing public duties.

The Head of Government directed agencies to absorb opinions at the meeting, promptly supplement and complete reports and plans to submit to competent authorities, ensuring progress and quality in the spirit of putting national interests first and foremost.
