Talking to VietNamNet about the plan to reorganize and streamline the Government's apparatus, Minister of Home Affairs Pham Thi Thanh Tra said that according to the direction of the Central Steering Committee, the Government's apparatus after the reorganization is expected to be streamlined from 30 to 21. Thus, the Government's apparatus is expected to consist of 13 ministries, 4 ministerial-level agencies and 4 agencies under the Government; reducing 5 ministries and 4 agencies under the Government in accordance with the direction of the Central Committee. Structure, arrangement and consolidation of 15 ministries and ministerial-level agencies Accordingly, the Government will maintain 7 ministries and ministerial-level agencies including: Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Government Office; Government Inspectorate; State Bank of Vietnam. These ministries and branches will still carry out the arrangement and streamlining of their internal apparatus. "The proposal to maintain the above ministries and ministerial-level agencies is necessary, ensuring stability, inheritance and conformity with current practical requirements," the Minister of Home Affairs emphasized.

In addition, Minister Pham Thi Thanh Tra also said that based on the direction of the Central Executive Committee, the Politburo, and the Ministry of Home Affairs in developing the current plan, the Government will restructure, arrange, and merge 15 ministries and ministerial-level agencies.

For Party committees and organizations at all levels, the Government's plan is to end the activities of the Government Party Committee, establish a Government Party Committee directly under the Central Committee (the Army Party Committee and the Public Security Party Committee directly under the Central Committee will remain as they are now); have a specialized agency to advise and assist at the Government agency. At the same time, end the activities of Party Committees, establish Party Committees of ministries, ministerial-level agencies, and agencies under the Government directly under the Government Party Committee.

Specifically, the Ministry of Planning and Investment and the Ministry of Finance will be merged. The name of the Ministry after the arrangement is expected to be the Ministry of Finance and Development Investment or the Ministry of Economic Development. The Ethnic Committee will take over the Government's Religious Affairs Committee from the Ministry of Home Affairs and take over the functions and tasks of poverty reduction from the Ministry of Labor, War Invalids and Social Affairs. As for the Ministry of National Defense, in addition to the arrangement and restructuring of the internal organization according to the direction of the Politburo and the Central Steering Committee, the Ministry will take over the Management Board of President Ho Chi Minh's Mausoleum. With this plan, the Minister of Home Affairs said that after the arrangement, the organizational structure of the 15th and 16th Governments (term 2026-2031) will be streamlined to: 13 ministries, 4 ministerial-level agencies (reducing 5 ministries); 4 government agencies (reducing 4 government agencies). Regarding the internal organization, it is estimated that there will be a reduction of: 10/13 general departments and organizations equivalent to general departments; 52 departments under ministries and ministerial-level agencies; 75 departments under ministries and ministerial-level agencies; 61 departments and equivalents under general departments; 264 departments and equivalent units under the general department, reducing about 15-20% of public service units.

Minister Pham Thi Thanh Tra assessed that if the above plan is implemented, the Government's apparatus and the internal organization of ministries, ministerial-level agencies, and agencies under the Government will reduce at least 15%-20% of internal organizational units (except for the Ministry of Public Security and the Ministry of National Defense, which will be implemented according to the Politburo's decision); not including organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the plan to merge ministries). After streamlining and adjusting the functions and state management tasks of ministries and ministerial-level agencies, the current overlapping problems will be basically overcome. To limit the impact of the restructuring and streamlining of the apparatus on cadres, civil servants, and public employees, Minister Pham Thi Thanh Tra also emphasized the need for strong and outstanding policies for those affected by the restructuring process. This is to reduce the pressure on the ideology and psychology of the staff, civil servants and public employees and ensure the rights of the staff, civil servants and public employees in the process of restructuring and streamlining the organizational apparatus. To avoid mechanical mergers, the Minister of Home Affairs said that the restructuring of the organizational apparatus will be associated with reducing the number of staff, civil servants and public employees and restructuring and improving the quality of the staff, civil servants and public employees to meet the requirements of the tasks in the new situation.

Regarding the Government's press agencies, the Minister of Home Affairs said that the Government's plan is similar to the Central's direction. The functions and tasks of these television stations will be transferred to Vietnam Television and a project to restructure Vietnam Television will be developed, ensuring that the tasks of a national television station are well performed, with appropriate specialized channels. In addition, Vietnam News Agency and Voice of Vietnam will be reorganized, streamlined, and drastically reduced in terms of internal organizational structure and staffing; focusing on building Vietnam News Agency as a national news agency, Voice of Vietnam as a national radio station, focusing on print, electronic, and spoken newspapers (VOV) to carry out political tasks, with the State budget ensuring regular expenditures for activities. Regarding the arrangement of other press agencies and magazines, the Ministry of Home Affairs requests ministries and ministerial-level agencies to implement the arrangement plan for these units, ensuring that each ministry and ministerial-level agency has only 1 press agency (including: printed newspapers, electronic newspapers and electronic information portals of ministries and branches) and 1 specialized scientific journal (only maintaining prestigious scientific journals in the world and in the country). In the process of arranging ministries, in case there are 2 or more newspapers that are self-sufficient in regular expenditure, the arrangement roadmap must be maintained and implemented in accordance with the planning of the network of press agencies according to the decision of the competent authority.
