The Ministry of Transport has just issued a document requesting the People's Committee of Hoa Binh province to completely resolve existing problems and difficulties and hand over the site for the project to renovate and upgrade National Highway 6, avoiding Hoa Binh city.

According to the Ministry of Transport, the project to renovate and upgrade National Highway 6, avoiding Hoa Binh City, was assigned to Project Management Board 6 as the investor.
The site clearance work was divided into sub-projects organized by the People's Committee of Hoa Binh province from October 2022. The project was implemented from March 2023, with a completion date of August 2024.
The project's construction time is only over 1 month, but according to the report of Project Management Board 6, up to now, the site clearance work has only reached about 85%, with about 700m of the route length yet to be handed over.
The main problem is in the area of Dan Chu and Thong Nhat wards, Hoa Binh city due to the unfinished compensation plan for residential land, agricultural land, and the plan to support assets on land; approval of compensation costs; and the unfocused organization of relocating technical infrastructure works (4 remaining 35kV power poles, 24 0.4kV power poles).
The relocation of 19 households subject to resettlement has not yet made any progress due to incomplete procedures and determination of resettlement areas to accommodate the households, greatly affecting the progress.
To ensure the project's completion progress, the Ministry of Transport requested the People's Committee of Hoa Binh province to continue to pay attention and resolutely direct relevant agencies and units to focus on resolving difficulties and obstacles, speeding up compensation, support and resettlement of the project, especially urgently deciding on resettlement plans for households, relocating technical infrastructure works to hand over the entire remaining site to the investor in July 2024.
"The Ministry of Transport will assign Project Management Board 6 to closely coordinate with departments, branches, sectors and localities to promptly resolve problems during project implementation," the Ministry of Transport stated.
The project to renovate and upgrade National Highway 6, Hoa Binh City bypass, Hoa Binh Province, has its starting point at Km 73+500 - National Highway 6 connects with the project "Connecting traffic and irrigation of Hoa Binh Province with the national traffic infrastructure system".
End point at Km 78+500 - National Highway 6 at the intersection with An Duong Vuong Street, Thai Binh Ward, Hoa Binh City.
The project is built according to the standards of a 4-lane level III plain road; Roadbed width 20.5m, road surface 19.5m, design speed 80km/h.
The total project investment is nearly 474 billion VND from the State budget in the medium-term public investment plan for the 2021-2025 period.
