In the draft national airport planning towards 2050, the Ministry of Transport (MOT) only determined the location of the second airport in the capital region after 2025. However, in response to the proposal of the Hanoi People's Committee to immediately add the location of this airport to the planning under construction, the MOT assigned relevant units to continue research.
In order to have a sufficient basis to consider and resolve the proposal of the Hanoi People's Committee regarding the determination of the planning location of the second airport in the capital region, the Ministry of Transport requested the Civil Aviation Authority and TEDI to study the content of the local proposal and report to the ministry before May 27.

Previously, on May 12, the Hanoi People's Committee issued a document proposing to the Ministry of Transport to include the second airport in the capital region in the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050.
Hanoi proposed that the Ministry of Transport identify the second airport in the capital region as an international airport, and study and determine the location of the future airport so that the locality can include it in the Capital Planning under construction, ensuring consistency.
Hanoi leaders believe that the capital region has a large area and a large population, so it is necessary to plan two international airports to meet development needs, reserve land funds, allocate transportation needs, and create a driving force for balanced development in the capital.
Previously, in the Draft Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, submitted to the Government, the Ministry of Transport said that from now until 2030, priority will be given to investment in expanding Noi Bai airport. The second airport in the capital region will be planned after 2025, with investment considered after 2030.
Then, based on the opinions of many other localities proposing to add to the airport planning in their localities, the Ministry of Transport continued to work with each locality. In the report sent to the Government Working Group, the Ministry of Transport still maintained its viewpoint in the direction of only considering the planning location of the second airport in the Capital region after 2025. Now the Hanoi People's Committee continues to make recommendations, the Ministry of Transport has assigned the units to research.
In the current airport planning and capital region planning, the second airport in the capital region is also planned to be studied, but the planning location is planned to be in neighboring localities, such as Ha Nam, Ninh Binh, Hai Phong...
