Prioritize local budget allocation to eliminate unauthorized access points.

The Ministry of Transport has recently sent a document to the People's Committees of provinces and cities with railway lines, requesting them to implement solutions to improve the effectiveness of ensuring order and safety on railways, contributing to preventing and reducing railway traffic accidents.

Specifically, the Ministry of Transport requested the People's Committees of provinces and cities with railway lines to direct and urge local authorities to promptly prepare dossiers and submit them to competent authorities for approval of projects to build access roads and fences along the railway to eliminate unauthorized crossings over the railway; and to prioritize the allocation of funds from local budgets to implement the elimination of unauthorized crossings over the railway according to the approved plan and schedule.

While awaiting removal, deploy personnel to monitor unauthorized level crossings with a high risk of traffic accidents; coordinate with the railway industry to organize professional training for monitoring personnel, and provide them with all necessary monitoring equipment as prescribed.

The Ministry of Transport, in coordination with the Vietnam Railway Authority and the Vietnam Railway Corporation, will organize the determination of land boundaries for railways and establish land management records for railways in non-urban areas in accordance with regulations. Regarding funding, the Ministry of Transport proposes that the People's Committees of provinces and cities use their local budgets or report to the Prime Minister and the Ministry of Finance to allocate funds from the central budget for implementation.

"Local leaders in areas where railways pass through are responsible for carrying out assigned tasks related to ensuring traffic safety and order as stipulated in the Coordination Regulations between the Ministry of Transport and the People's Committees of provinces and cities; they are also responsible for railway traffic accidents occurring in their areas as prescribed in Article 48 of the Railway Law," the Ministry of Transport's official document clearly states.

Strengthen public awareness campaigns and strictly handle violations.

The Vietnam Railway Authority and the Vietnam Railway Corporation, under the Ministry of Transport, are required to inspect, review, and rectify existing shortcomings; and to develop a comprehensive plan and strategy for clearing and eliminating violations of the railway corridor and unauthorized crossings over the railway.

With unauthorized level crossings awaiting removal, immediate measures should be taken to enhance safety, such as deploying guards to monitor approaching trains, posting warning signs, signs restricting road traffic, narrowing the crossing width, improving visibility, installing lights, and constructing speed bumps and ridges as warning signs.

The Ministry of Transport also requested these two units to coordinate with the People's Committees of provinces and cities with railway lines to strengthen the dissemination of laws and regulations to raise awareness among traffic participants regarding compliance with traffic rules when crossing level crossings and unauthorized access points. This aims to raise awareness among residents living along the railway about complying with regulations on protecting the railway corridor, and not walking, standing, lying, or sitting on the railway tracks.

Actively coordinate with traffic police and local police forces in railway areas to strengthen inspection, control, and strictly handle violations of railway traffic safety regulations; promptly identify accident black spots and potential accident locations to recommend remedial measures; investigate and strictly handle railway traffic accidents in accordance with the law.

Regarding the Vietnam Road Administration, the Ministry of Transport requests that it continue to direct road management areas to review and supplement all missing traffic signs, signs restricting road vehicles crossing railways, stop lines, traffic lights, speed bumps, and humps at intersections between roads and railways, and to improve visibility at these intersections.

The unit shall preside over and coordinate with the Vietnam Railway Department, Vietnam Railways Corporation, and relevant units in connecting road and railway signals at level crossings intersecting national highways within its management scope.
