Ministry of Transport agrees to increase capital at Cam Lo expressway project

Information from the Provincial People's Committee said that the Ministry of Transport has announced the Minister's conclusion on the agreement to increase state capital in the Cam Lo - Lao Bao expressway project, build a new Dakrong bridge and invest in a new 8km of road on National Highway 15D in Quang Tri province.

The Cam Lo - Lao Bao expressway project proposed to be implemented under the PPP method has been completed with some main contents. This route is 56km long, has a scale of 4 completed lanes, a design speed of 100km/h, and a total investment of 13,952 billion VND.

Quang Tri province proposed a special mechanism for this project with state capital accounting for 70% of the project, exceeding the state capital ratio according to the PPP Law of no more than 50%.

Once completed, the project will create momentum for the North Central and Central Coast regions, connecting the region with other regions of countries on the East-West economic corridor.

The Ministry of Transport has agreed with the proposal of Quang Tri province, recommending competent authorities to increase the proportion of state capital participation to ensure feasibility. In the national expressway network planning, the road network planning for 2021-2030, with a vision to 2050 approved by the Prime Minister, the Cam Lo - Lao Bao Expressway is prioritized for investment before 2030.

For the National Highway 15D Construction Investment Project, the Ministry of Transport agreed to use state capital to build a new 8km section from National Highway 1 connecting to the Cam Lo - La Son Expressway. The Ministry will coordinate with ministries and branches to report to competent authorities for consideration and arrangement of increased revenue in 2024 for construction investment. Quang Tri province estimates the total capital for this section to be 630 billion VND.

For the section of National Highway 15D from Cam Lo - La Son Expressway to the West branch of Ho Chi Minh Road (about 34km long), the People's Committee of Quang Tri province is requested to proactively and promptly complete the pre-feasibility study report under the PPP method. During the implementation process, the Ministry of Transport will closely coordinate with Quang Tri province to implement the project.

For the remaining two sections of National Highway 15D, from the West branch of Ho Chi Minh Road to La Lay international border gate, the Ministry of Transport proposed that the Vietnam Road Administration prioritize capital for repair and maintenance and propose a project for the 2026-2030 period.

The Ministry of Transport also agreed to propose the construction of a new Dakrong suspension bridge (at km249+824, West branch of Ho Chi Minh road, Dakrong district), which is currently experiencing damage, from the capital source of the medium-term public investment plan for the period 2026-2030.

In the immediate future, the Vietnam Road Administration will inspect and evaluate the exploitation capacity, propose solutions to ensure safety for people and vehicles, and report to the Ministry of Transport.
