Minister of Education and Training Nguyen Kim Son responded to the petition of voters of An Giang province sent to the 7th session of the 15th National Assembly.
Provisions in the Law on Education
Accordingly, voters proposed organizing graduation exams for high school students nationwide instead of the current national high school graduation exam.
Responding to this content, the Ministry of Education and Training stated that the Law on Education stipulates that students who have completed the high school program and meet the requirements prescribed by the Minister of Education and Training are eligible to take the exam. If they meet the requirements, they will be awarded a high school diploma by the head of the specialized education agency under the provincial People's Committee.
Students who have completed the high school program and are eligible to take the exam according to the regulations of the Minister of Education and Training, but do not take the exam or do not pass the exam, will be granted a certificate of completion of the general education program by the principal.
According to the Ministry of Education and Training, the organization of high school graduation exams to consider recognition of high school graduation has been stipulated in the Law on Education.
The exam serves the purpose of obtaining exam results to consider recognition of high school graduation and is one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of educational management agencies.
Provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
Along with that, organizing high school graduation exams is an important task of the education sector, which is of interest to society.
The Party, National Assembly and Government have issued many resolutions related to the work of examination and recognition of high school graduation, such as Resolution 29/2013 of the Central Executive Committee; Resolution 88/2014 of the National Assembly; Resolution 144/2023 of the Government.
The Ministry of Education and Training stated that the exam plan issued with Decision 4068 of the Minister of Education and Training ensures simplicity, reduces pressure and costs for society.
Candidates with sufficient results represent the fields of social sciences, natural sciences and technology, arts, foreign languages, while ensuring the right to proactively choose according to the goals of the 2018 general education program.
Proposing to add extra teaching and learning to the list of conditional business lines
Voters in Ha Giang province recommended that the Ministry of Education and Training research and develop a new circular to replace Circular 17/2012 of the Ministry regulating extra teaching and learning in the direction of providing specific guidance on extra teaching and learning tasks.
Along with that, adding tutoring to the list of conditional business lines is necessary for stricter and more transparent management.
At the same time, to ensure that management regulations on extra teaching and learning activities are consistent with practical requirements and current legal regulations.
Responding to this issue, the Ministry of Education and Training said that extra teaching and learning is a real need of students and parents to meet the desire to improve knowledge and develop personal talents.
If implemented according to the actual needs of students and parents, this is a way to mobilize family participation in education, contributing to improving the quality of education.
In 2012, the Minister of Education and Training issued Circular 17 regulating extra teaching and learning.
After the amendment to the 2016 Investment Law removed tutoring and learning activities from the list of conditional business lines and professions, some provisions on conditions and licensing for tutoring and learning organizations in Circular 17 are no longer appropriate.
Therefore, the Ministry has issued a decision to announce the expiration of these provisions. However, other provisions of Circular 17 are still in effect, especially the provisions on principles of extra teaching and learning, cases where extra teaching is not allowed...
In fact, recently, many localities, based on the effective provisions of Circular 17, have issued documents to manage and direct the effective teaching and learning activities in the locality, suitable to the practical situation.
In response to voters' opinions, the ministry has drafted a circular to replace Circular 17 and is seeking public comments. At the same time, it will continue to advise the Government to propose to the National Assembly to include tutoring and learning activities in the list of conditional business lines.
