
The Ministry of Education and Training is seeking comments on the draft Circular amending and supplementing a number of articles of the Regulation on standards and procedures for compiling and editing textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Council for Textbook Appraisal issued together with Circular No. 33/2017/TT-BGDDT.
One of the notable points is that the draft amendment to Article 11 stipulates stricter standards for individuals compiling textbooks in terms of professional requirements but looser in terms of positions and roles.
Specifically, regarding professional requirements, the new draft stipulates that textbook compilers must not only "have a university degree or higher, be knowledgeable about educational science, and have expertise appropriate to the textbooks being compiled" as in the old circular, but more strictly: "Textbook compilers must have a university degree or higher in a major appropriate to the subject or educational activity for which the textbooks are compiled; be knowledgeable about educational science; and have at least 3 years of direct teaching or research experience appropriate to the subject or educational activity for which the textbooks are compiled."
However, the new draft circular removes the provision that "people participating in compiling textbooks do not participate in textbook appraisal".
The draft also adds Clause 4, Article 13, which stipulates the criteria for Council members: "Not to compile, edit, publish, or comment on textbook samples or organize the compilation, editing, publishing, or comment on textbook samples of organizations or individuals requesting textbook appraisal".
The draft supplements Clause 3, Article 17, which stipulates the dossier for requesting appraisal of revised textbooks. Accordingly, the dossier includes: Application for appraisal of revised textbooks according to the prescribed form; sample textbook for appraisal; explanation of the sample textbook for appraisal, including: name of textbook; edited contents with reasons for editing; experimental process and results (if any); other relevant information (if any); scientific background of editor-in-chief, editor-in-chief, author, and editor to be added (if any).
