However, the draft by the Ministry of Education and Training still requires that the third exam subject "change over the years to achieve the goal of comprehensive education in the basic education stage" or use a combined exam as a replacement.
Specifically, the draft states that high school admissions (exams to grade 10) will be organized according to one of three methods: selection based on academic records, entrance exams, or a combination of both.
The selection method is based on the student's conduct and academic performance throughout their years in the lower secondary education program or the lower secondary continuing education program.
With the entrance exam method, there are 3 subjects to be tested: mathematics, literature, and a third subject or a combined test.
The Departments of Education and Training can choose one of two options. If they choose a third subject, that subject must be among the subjects assessed using numerical grades and must change over the years.
If you choose the combined exam, the subjects selected must be among those that are graded with a score.
Local authorities announce the third subject before March 31st each year.
Regarding the exam duration for each subject, the Literature exam is 120 minutes, the Mathematics exam is 90 or 120 minutes, the third subject exam is 60 or 90 minutes, and the combined subject exam is 90 or 120 minutes.
The exam content is based on the secondary school curriculum, primarily the 9th grade curriculum.
According to statistics from the Ministry of Education and Training, as of October 7th, 60 out of 63 Departments of Education and Training have agreed to the plan of having 3 subjects in the entrance exam for 10th grade high school, stating that this is appropriate and reduces pressure.
The draft also introduces a new policy of awarding bonus points for admission to grade 10. Priority groups are divided into three categories: Group 1 receives 2 bonus points, Group 2 receives 1.5 bonus points, and Group 3 receives 1 bonus point.
These beneficiaries include children of martyrs, wounded and disabled soldiers, children of heroes of the armed forces, children of ethnic minorities, and students living and studying in particularly disadvantaged areas.
The 2024-2025 school year marks the end of the 2018 Education Program implementation cycle from grade 1 to grade 12. Accordingly, this school year's entrance exams for grade 10 of high school and the high school graduation exams will be conducted according to the 2018 General Education Program.
To provide localities with a basis for preparing for the exams, the Ministry of Education and Training has drafted and begun soliciting public opinion on the draft regulations for the entrance exams to junior high schools and high schools.
According to the plan, the regulations for junior high school and high school entrance exams will be issued three months earlier than in previous years.
The circular is expected to be finalized and issued before December 31st of this year.
