(Dan Tri) - On February 10, the Deputy Minister of Education and Training said that the circular issued by the Ministry on December 30 was intended to manage extra teaching and learning, not to "ban" it.
Above is the opinion of Deputy Minister of Education and Training Pham Ngoc Thuong regarding the Circular regulating extra teaching and learning that has recently caused many conflicting opinions.
According to the Deputy Minister, extra-curricular teaching activities are complicated both inside and outside of school, and are a great need, but old documents that have existed for decades do not have enough management sanctions.
Implementing the Prime Minister's direction and practical requirements, on December 30, the Ministry of Education and Training issued Circular No. 29/2024/TT-BGDDT, regulating extra teaching and learning, based on 5 principles, which aims to manage extra teaching and learning, not "ban".

According to the Deputy Minister, to ensure the above 5 principles, the new point that Circular 29 provides is no extra teaching or learning for primary school students, except for cases of training in arts, sports, and life skills training; no extra teaching for students whose schools have organized 2 sessions/day.
Extra teaching and learning in schools must not collect money from students and is only for 3 groups of students, who are the responsibility of the school: students whose final semester subject results are not satisfactory; students selected by the school to train excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
"Currently, high schools are applying the 2018 general education program. The Ministry of Education and Training has specified the number of periods/subject, and set out requirements for each subject that are suitable for students.
Thus, in principle, schools and teachers implementing the prescribed study hours have ensured students have the knowledge and met the requirements of the program.
The Ministry of Education and Training's viewpoint is to aim for schools that do not have extra classes or tutoring.
Instead, after school hours, students have time and space to participate in recreational activities, sports, fine arts, music, etc., to help them develop their abilities more comprehensively," the Deputy Minister affirmed.
The Deputy Minister of Education and Training said that regarding the regulations on extra teaching and learning outside of school, the new circular stipulates: organizations and individuals organizing extra teaching and learning with fees from students must comply with relevant legal regulations (registering business, declaring activities, providing relevant information to local authorities according to the provisions of law).

In recent days, there have been opinions that not teaching extra classes reduces teachers' income. There are many preschool teachers, teachers in remote areas, teachers of many subjects... who do not teach extra classes but are still dedicated and passionate about their profession.
When teaching and learning extra classes, some negative factors appear, many good teachers also have to suffer bad reputations and injuries, so this new regulation also aims to protect the dignity of the teaching profession," said the Deputy Minister.
According to Deputy Minister Nguyen Van Thuong, if students do not need to take extra classes at school, they have the right to take extra classes outside of school. Studying to become better and develop themselves is a legitimate desire, so the Ministry of Education and Training does not prohibit it.
However, organizations and individuals who teach extra classes must register their business and must publicly disclose their location, subjects, study duration, costs, etc., and must strictly comply with legal regulations on working hours, working hours, safety, security, etc.
It is known that in order to better implement the circular, in the near future, the Ministry of Education and Training will continue to issue further documents urging and directing the Departments of Education and Training to advise and issue instructions for implementation at the local level.
In particular, to effectively manage extra teaching and learning, the fundamental solution proposed by the Ministry of Education and Training is to strengthen propaganda with teachers and parents to change awareness; strengthen inspection and ensure teachers' lives in the coming time.
