Responding to VTC News reporters in the hallway of the National Assembly, delegate Nguyen Thi Viet Nga (Hai Duong delegation) emphasized the view that the Ministry of Education and Training still needs to compile more textbooks according to the new General Education Program.
Textbooks are like other products on the market, even though they are special products. Therefore, the more suppliers and products, the more competition and choices, and buyers (students and parents) can choose the most suitable and best quality products.
"Therefore, it cannot be said that four sets of books are enough," said Ms. Nga.
The budget spent on making a set of textbooks is indeed very large, but compared to the total budget for implementing the new general education program, it is not large. However, when the Ministry of Education and Training compiles its own set of textbooks, there will be a monopoly on textbooks as with the old general education program before. Therefore, the Government and the Ministry of Education and Training need to carefully calculate this.

According to the female delegate, the right time to compile is when we have prepared the infrastructure conditions well, and each teacher, student and parent themselves clearly understand the meaning of choosing books. Especially, when choosing books becomes as comfortable as going to the supermarket, there is no pressure for teachers and schools to buy this or that item.
To do this, Ms. Nga said that the Ministry of Education and Training and the whole society must make great efforts, especially improving infrastructure in terms of both teachers and facilities.
Also on this issue, National Assembly Delegate Hoang Van Cuong, member of the National Assembly's Finance and Budget Committee, expressed that compiling additional textbooks or using multiple textbooks is not only a matter of whether it is wasteful or not, but most importantly, what goal we are aiming for.
Mr. Cuong cited Resolution 88 on innovation of new advanced general education programs and textbooks, demonstrating progressive awareness in creating a liberal and free educational environment for learners. Learners have the right to choose ways to approach knowledge, not "parrot learning" or stereotype. Therefore, there needs to be many sets of books, not just one set.

Maintaining multiple sets of textbooks and allowing learners to choose is a very progressive decision in innovation in educational thinking. However, according to Delegate Hoang Van Cuong, the Ministry of Education and Training must consider carefully whether to compile a separate set of textbooks.
When the governing body, the Ministry of Education and Training, develops a set of books, people will implicitly understand that the set of books is a designated set. Once designated like that, the element of freedom of thought, choice, respect for the interests, desires and approaches of each learner almost disappears.
"There is a big risk of textbook monopoly. Therefore, we must consider this carefully," Mr. Cuong worried.
He also realized that the current textbooks may still have some imperfect elements, but this is not an important issue, because textbooks do not force students to study according to the book but must evoke content and knowledge for students to understand and express themselves.
The most important thing is to find out where the gaps are in the implementation of this textbook program. Perhaps the biggest gap is the capacity of the teaching staff to be capable enough to convey the spirit of the new general education program.
Through supervision, he noticed that some teachers taught too mechanically, depending on books and straying from the spirit and requirements of the program.
Mr. Cuong gave an example: today, when coming to class, a social event is very hot, so the teacher must immediately use that content to teach, clearly defining the goal of conveying knowledge instead of strictly following the content of the textbook.
Delegate Nguyen Thi Suu, Deputy Head of the Delegation of Thua Thien Hue province, said that the Ministry of Education and Training compiling a new set of textbooks would be costly in terms of money, time, and investment in brainpower.
Ms. Suu suggested a solution: gather the brainpower from existing textbooks to integrate synchronously, demonstrating responsibility and professionalism in creating the best textbooks for students.
