On April 23, the Ministry of Education and Training sent a document to the Hanoi Department of Education and Training, requesting to check and verify the information in the report of the program Chuyen Dong 24h reflecting on the organization of extra teaching and learning contrary to regulations in Hanoi. From there, strictly handle violations (if any) according to regulations; report the results of handling to the Ministry of Education and Training in writing before April 30.
Specifically, according to a report by Chuyen Dong 24h (broadcast on April 22 on VTV1 channel) at a cultural training center located on Chua Lang street (Dong Da district, Hanoi), almost all students of all classes of a nearby public secondary school regularly come to take extra classes since Circular 29 took effect.
According to students, grades 6 and 7 usually study in the morning, while grades 8 and 9 study in the afternoon. There are many extra classes, with enough students from the same class registering. This center is no different from a second school, as it only teaches students from one school. The total number is up to nearly 500 students, with monthly tuition of nearly 2 million VND/student.
Many students here confirm that the center does not teach extra classes but is connecting with the school, because the learning content between the two sides is connected.

To solve the problem of learning space for hundreds of students, the center rented another location, also on Chua Lang Street. It is called a second facility, but it is actually a private house with additional tables and chairs to serve teaching purposes. According to information from ward officials, this private house rental location has not been licensed to operate.
The representative of the center said that the facility on Chua Lang Street was allowed to operate from 2023 and is teaching 20 classes. During the teaching process, the number of students increased dramatically, so the center had to rent a few more classrooms in a private house near the school, leading to the facilities not meeting the standards of the Ministry of Education and Training. Currently, the center is promoting, renting a new location and starting operations in May.
According to a survey, Hanoi has about 15,000 tutoring centers and businesses. The Hanoi Department of Education and Training said that the number of tutoring centers and businesses is increasing rapidly, while there are no detailed instructions on regulations and sanctions for handling related violations, which may cause difficulties for localities in the inspection and supervision process.
