Deputy Minister of Education and Training Pham Ngoc Thuong noted issues in the work of primary school enrollment and the first high school graduation exam under the new program.
Prepare carefully for the first admission period under the new regulations
On the afternoon of March 28, the Ministry of Education and Training held a conference to deploy primary school enrollment, organize high school graduation exams and evaluate the implementation of Circular No. 29/2024/TT-BGDDT.
At the Conference, Deputy Director of the Department of Quality Management of the Ministry of Education and Training Nguyen Ngoc Ha shared relevant information about the organization of the high school graduation exam in 2025.

Accordingly, 2025 is the first year of implementing Circular 30/2024/TT-BGD&DT promulgating the Regulations on Secondary School Admissions and High School Admissions (Circular 30).
To implement Circular 30, the Ministry of Education and Training advised the Prime Minister to issue Official Dispatch No. 10/CD-TTg on strengthening the direction of secondary school and high school enrollment and management of extra teaching and learning activities and issuing documents under its authority to the People's Committees of the provinces.
In some localities, the Ministry of Education and Training recorded high consensus in awareness of the provisions in the Circular among relevant subjects.
Most Departments of Education and Training have developed and published reference exam questions for grade 10 entrance exams to serve as a basis and guide for review for grade 9 students.
To date, 100% of localities and higher education institutions with junior high schools and high schools have issued enrollment plans for the 2025-2026 school year.
According to statistics, 60 provinces/cities organize entrance exams for grade 10, of which 58 provinces choose English as the third subject, 2 provinces (Ha Giang and Binh Thuan) choose History and Geography as the third subjects. 3 provinces organize entrance exams for students to public schools (Ca Mau, Vinh Long, Gia Lai).
The test content focuses mainly on the 12th grade program, the test questions follow the 2018 General Education Program, not outside the program. The test questions have 40% recognition level, 30% understanding level and 30% application level.
The new point of calculating graduation scores this year is the ratio of 50% exam score and 50% transcript score of 3 years of high school.
Candidates registering for the entrance exam to specialized high schools take 4 subjects, including 3 subjects like candidates applying to general high schools and 1 specialized subject according to the specialized class registered for the exam.
According to the Deputy Director of the Department of Quality Management, regarding the entrance exam schedule, according to the report, the Departments of Education and Training have developed a plan to organize the entrance exam in the first week of June to ensure consistency with the high school graduation exam in 2025.
On April 3, the Ministry of Education and Training will hold a training conference on exam regulations and exam preparations in Ho Chi Minh City with the participation of 63 departments of education and training.

Many new highlights in the high school graduation exam
In his concluding speech at the Conference, Deputy Minister of Education and Training Pham Ngoc Thuong shared three highlights in the work of admission to primary schools and high school graduation exams this year.
Firstly , admission and graduation exams are both conducted according to the 2018 General Education Program.
Second , the impact of Circular 29 on extra teaching and learning. Schools have long been providing extra teaching and learning as a regular activity, but there are periods when schools stop this activity, so it will be more or less affected.
Along with that is the impact of the context of streamlining the apparatus, arranging administrative units and government organizations, therefore, a number of schools and teachers are also affected.

According to the Deputy Minister of Education and Training, the education sector needs to have tasks and solutions to cope with the new context. Departments of Education and Training and teachers need to thoroughly grasp 4 contents:
Firstly , absolutely do not let it affect the quality of teaching and learning, as well as examinations and admissions; teaching and management must be regular, continuous and uninterrupted.
Second, absolutely do not relax the training and tutoring work for the 3 groups of students specified in Circular 29 (Students whose final semester subject results are below the required level; Students selected by the school to train excellent students; Final year students who voluntarily register for entrance exam review and graduation exam review according to the school's educational plan...). We request compliance, all for the students.
Third, it is recommended that the Departments of Education and Training organize mock graduation exams, but evaluate them realistically and grade the results accurately so that we can know the students' abilities and the exam organization process, and learn from them.
In the remaining time, there is the best preparation, ensuring the exam is organized smoothly, so that students can take the exam according to their abilities. Real marking, real assessment and requirements for students in this exam will reflect their abilities, so everyone needs to do their best, to have real assessment, use real results to serve management and teaching work.
Fourth, the entrance exams and high school graduation exams need to have appropriate questions according to what has been announced, according to the program's output standards, suitable to students' abilities and the goals of the exam.
At the same time, implementing the direction of Resolution 29 and Conclusion 91 of the Prime Minister is to reduce pressure, reduce costs but still ensure quality, suitable for students, with the goal that students do not have to take extra classes, teachers do not have to teach extra classes.
