Ministry of Education and Training promises to 'guarantee rights'

According to the presentation of the DHS, in 2022, 3 DHS were sent by the Ministry of Education and Training to study at universities in Belarus under the scholarship agreement between the two governments of Vietnam and Belarus. In the first year, they will study university preparatory courses in Belarus (studying Russian), the cost of which is sponsored by the Vietnamese government. After completing the language course, they will be admitted to majors under scholarships granted by the Belarusian government (tuition exemption, monthly scholarships, etc.).

However, last July, these 3 DHS received a notice from the Belarusian Ministry of Education that they had not received any documents about Vietnamese students coming to study under the agreement from the Vietnamese Ministry of Education and Training. If they want to continue studying in Belarus, they must pay the same as any other international students. On July 24, a DHS representative submitted a petition to the Department of International Cooperation (Ministry of Education and Training) to report the incident.

Another DHS said that after receiving the students' feedback, the Department of International Cooperation asked the DHS to wait to resolve the issue with the Belarusian side. On October 5, the Department of International Cooperation asked the DHS to proceed with the admission procedures for specialized subjects under the agreement. Currently, the students have enrolled, but due to procedural issues between the two sides, the students still have to "continue to wait".

DHS students are very worried about the consequences they will have to bear from late enrollment and expressed their wish that the two governments resolve the issue by allowing them to enroll next year.

Speaking to Thanh Nien , Mr. Nguyen Hai Thanh, Deputy Director of the Department of International Cooperation, said that in 2022, the Ministry had enough grounds to issue decisions to send 3 students to study at universities under the agreement in 2022. However, Mr. Thanh also confirmed that recently, there have been problems as the students have reported. During the settlement process, the Ministry of Education and Training still asked the students to continue studying to ensure the study program. The Ministry of Education and Training still compensated the costs for these students.

On October 5, the Belarusian Embassy in Vietnam sent a diplomatic note to the Vietnamese Ministry of Education and Training informing them about accepting 3 students to study under scholarships (as per the agreement). The International Cooperation Department has notified the students.

Currently, one DHS student has agreed to stay and study at a university in Belarus under a scholarship from Belarus and Vietnam. However, the other two students have proposed two options: to transfer to a university in Russia and request a one-year suspension of studies. The first option is not allowed under Vietnamese regulations. The second option has been discussed with the Belarusian side and the Belarusian side has not agreed.

Mr. Thanh affirmed that Belarus has accepted the students for scholarships (as per the agreement), and Vietnam will continue to provide living expenses and other benefits as prescribed for students with scholarships under the agreement. Belarus also affirmed that it will always create favorable conditions for Vietnamese students to study at Belarusian educational institutions and will not require them to stop studying. Belarusian educational institutions that are training the three students also affirmed that they are creating the most favorable conditions for Vietnamese students. Therefore, the Department of International Cooperation requested the remaining two students to continue studying at university in Belarus.

The Department of International Cooperation will continue to discuss with the Belarusian side to ensure the rights and policies for DHS under the agreement as prescribed. The Department also requests that the Belarusian side pay attention and create the best conditions for DHS during their studies.

"The International Cooperation Department will continue to research and discuss with Belarus to find solutions to support DHS," Mr. Thanh shared.
