The Ministry of Education and Training is seeking comments on the draft Circular promulgating regulations on junior high school and high school admissions, which clearly stipulates groups of students who are admitted directly and are given priority in extra admission points to grade 10.

In the draft, the Ministry of Education and Training stipulates adding 2 priority points for children of revolutionary activists before January 1, 1945 and children of revolutionary activists from January 1, 1945 to the August 1945 uprising.

Many people think that the regulation of adding priority points for the above two cases is unreasonable and not suitable for reality. Because, most of the people who participated in revolutionary activities at this stage are no longer around or if they are around, they are over 95 years old, cannot have 15-year-old children, and cannot take the 10th grade entrance exam from 2025 onwards.

Regarding this issue, the representative of the circular drafting committee of the Ministry of Education and Training said that this is a policy that applies to both biological and legally adopted children of revolutionary cadres. This proposal is based on Decree 131 of 2021 of the Government on incentives for people with revolutionary contributions. For example, there are people who joined the revolution at the age of 15, but only adopted children when they were 70-80 years old.

"There may be situations where people who participate in revolutionary activities from the age of 15 years old adopt children when they are 70-80 years old, or even older. The drafting committee carefully calculated and thought that there was still a possibility, so it should be included so as not to miss out on those who deserve preferential treatment, in order to ensure their rights," explained the representative of the drafting committee of the circular of the Ministry of Education and Training.

The draft Circular promulgating the regulations on secondary and high school admissions of the Ministry of Education and Training stipulates that 3 groups of students will be given priority points (added to the total admission score calculated on a 10-point scale for each exam subject), including:

Group 1 (plus 2 points): Children of martyrs; Children of war invalids with a working capacity loss of 81% or more; Children of sick soldiers with a working capacity loss of 81% or more; Children of people granted a "Certificate of beneficiaries of policies for war invalids whose working capacity loss is 81% or more"; Children of resistance fighters infected with toxic chemicals; Children of revolutionary fighters before January 1, 1945; Children of revolutionary fighters from January 1, 1945 to the August 1945 uprising.

Group 2 (plus 1.5 points): Children of Armed Forces Heroes, Labor Heroes, children of Vietnamese Heroic Mothers; Children of war invalids with less than 81% loss of working capacity; Children of sick soldiers with less than 81% loss of working capacity; Children of people granted "Certificate of beneficiaries of policies for war invalids, but the person granted the Certificate of beneficiaries of policies for war invalids has a reduced working capacity of less than 81%.

Group 3 (plus 1 point): People whose father or mother is an ethnic minority; Ethnic minorities; Students living and studying in communes in region I, region II, region III, extremely disadvantaged villages, coastal areas and islands according to regulations of the Prime Minister.

In addition to the 3 groups of subjects with bonus points, 5 subjects are directly admitted to grade 10 as stipulated: Students of ethnic boarding schools at the junior high school level; Students from very small ethnic groups; Students with disabilities; Junior high school students who have won prizes in national competitions, exams, and competitions in cultural, artistic, and sports subjects organized by the Ministry of Education and Training or in coordination with ministries and ministerial-level agencies organized nationwide; Junior high school students who have won prizes in international competitions selected by the Minister of Education and Training.
