According to the draft regulations on admission to junior high and high schools announced by the Ministry of Education and Training on October 19, there are three methods of admission to grade 10 of high school: entrance exam, admission review, and a combination of entrance exam and admission review. The selection of admission methods is under the authority of the locality. Accordingly, the Department of Education and Training advises the People's Committee of the province/city directly under the Central Government to approve and select the method.
The Ministry of Education and Training said that, regarding the organization of entrance exams, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the draft Regulations generally stipulate the implementation of three exam subjects, including Math, Literature and a third exam subject or a combined exam selected by the Department of Education and Training, higher education institutions with high schools and announced before March 31 every year.

The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.
The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.
In addition, the Ministry of Education and Training also plans to regulate the test time for each subject: Literature is 120 minutes; Math is 90 minutes or 120 minutes; the third subject is 60 minutes or 90 minutes; and the combined test is 90 minutes or 120 minutes.
The content of the 10th grade entrance exam is part of the general education program at the secondary school level, mainly the 9th grade program.
The Draft Regulations also stipulate a framework of requirements for exam preparation, exam supervision, exam grading, exam review, and announcement of results, benchmark scores, direct admission, priority policies, etc. to ensure quality and safety in organizing exams in localities.
Thus, compared to the previous content of consulting the Departments of Education and Training and schools, the Ministry of Education and Training has eliminated the random drawing of lots for the third subject.
Many opinions from teachers, local education managers, educational institution managers, and parents expressed concerns about organizing a third exam draw, saying that if the third exam draw is implemented, it will cause confusion and anxiety for both students and parents. Changing the exam plan requires a roadmap for students to prepare mentally and change their learning methods, with orientation from the beginning.
Before announcing the draft Regulations on Secondary School and High School Admissions to solicit public opinion, the Ministry of Education and Training sent them to 63 Departments of Education and Training and high schools nationwide for comments on some contents of the Regulations.
60/63 Department of Education and Training agreed with the plan of 3 subjects for entrance exam to grade 10 high school and said that this is suitable for reality and reduces pressure.
Accordingly, as of October 7, 2024, 63 Departments of Education and Training have sent comments on the contents of junior high school and high school admissions; opinions have been collected from 8,898 secondary education institutions in 63 provinces/cities, of which 8,267 opinions agree with the draft contents, accounting for 92.9%; 631 opinions have suggested additions. 60/63 Departments of Education and Training agree with the plan of 3 entrance exams for grade 10 high school and believe that this is suitable for reality and reduces pressure.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31.
