14 solar power projects enjoy wrong prices: Ministry of Industry and Trade requests EVN to have solutions

The Ministry of Industry and Trade has just requested EVN to review and propose economic solutions for 14 solar power projects that have been enjoying incentive price mechanisms that are not in accordance with Resolution 115/NQ-CP and report before August 31.
Accordingly, the Ministry of Industry and Trade requested EVN to review, synthesize and propose economic solutions for 14 solar power projects that have been enjoying incentive price mechanisms that are not in accordance with the content of Resolution No. 115/NQ-CP dated August 31, 2018.
Specifically, including factories: Hacom Solar, Sinenergy Ninh Thuan 1, Thuan Nam Duc Long, Thien Tan Solar Ninh Thuan, Phuoc Ninh, My Son 2, My Son, Solar Farm Nhon Hai, Bau Zon, Thuan Nam 12, SP Infra1, Adani Phuoc Minh, Bau Ngu Lake (Compartment 473), 450 MW solar power plant combined with 500 kV Thuan Nam station and 500kV, 220kV lines.
14 solar power projects enjoy price mechanisms that are not in accordance with the conclusion of the Government Inspectorate.
According to the conclusion of the Government Inspectorate, these 14 projects were applied the FIT price of 9.35 US cents/kWh to the wrong subjects in Resolution No. 115/NQ-CP. Therefore, from 2020 to June 30, 2022, EVN had to pay an increase of about VND 1,481 billion (provisional) compared to the payment according to the correct subjects in Resolution No. 115/NQ-CP. The Ministry of Industry and Trade also requested that, for solar and wind power projects connected to the grid nationwide that have been recognized as commercial operation date (COD) according to the support electricity price (FIT), EVN needs to report and provide the basis according to the provisions of law to implement specialized electricity agreements; sign electricity purchase and sale contracts; check the conditions and energize the connection points; check the readiness of conditions for power generation; recognize COD; put the power project into operation; pay for electricity purchase and sale; stop mobilizing, separate connection. At the same time, EVN is also assigned to review the entire process of implementing specialized electricity agreements, signing electricity purchase contracts, checking conditions and energizing connection points, recognizing COD, putting power projects into operation and paying for electricity according to FIT prices for investors of wind power and solar power projects. EVN must propose solutions to handle existing problems and violations of investors and corporations. For rooftop solar power projects/systems invested in and built on agricultural and forestry land under the model of investing in large-capacity farms, approximately 1 MW, the Ministry of Industry and Trade requires EVN to preside over and coordinate with provincial power companies to review, along with a list and specific information for each project and rooftop solar power system (if any); Review and propose solutions to handle the application of electricity prices for rooftop solar power projects/systems invested in and built on agricultural and forestry land under the model of farm investment, with a list and specific information for each project/system (if any). EVN is also required to work with Trung Nam Hydropower Joint Stock Company to select a capable, experienced and reputable auditing unit to conduct an audit of the total investment cost of the Dong Nai 2 Hydropower Plant project, on that basis, the parties have a basis and basis to review and renegotiate the electricity purchase and sale price, report to the Minister of Industry and Trade and the Electricity Regulatory Authority for consideration and settlement in accordance with the provisions of law. EVN determines that the interest temporarily paid exceeds the prescribed framework compared to the electricity price approved by the Ministry of Industry and Trade for Dong Nai 2 Hydropower Plant and Song Bung 4A Hydropower Plant; Review and renegotiate the electricity purchase price of Vung Ang 1 Thermal Power Plant and Dong Nai 5 Hydropower Plant in accordance with the provisions of law and the audit results of the State Audit. The report on the implementation results of EVN's Inspection Conclusion No. 1027/KL-TTCP is required to be sent to the Ministry of Industry and Trade before August 31.
