Preventing and combating waste is an important, strategic task aimed at accumulating and increasing national potential to prepare the country to enter a new era.
Anti-waste is both an economic goal and a social responsibility.
At the Forum “Ministry of Industry and Trade: Combating waste, unleashing development resources”, on the morning of December 23, Associate Professor, Dr. Le Hai Binh - Alternate member of the Party Central Committee, Editor-in-Chief of Communist Magazine said that in the history of formation and development of each country, fighting corruption and waste has always been a difficult problem, a constant battle closely linked to the fate and survival of a state and government.

Commenting that thrift and anti-waste are fundamental principles in management and increasing resources for development in many countries around the world, Mr. Le Hai Binh cited the example of South Korea, a developed country famous for the "miracle of the Han River", which has made thrift a legal institution to ensure effectiveness in budget management.
In each specific period and stage, this country will base on the socio-economic situation to set different savings goals and targets. In particular, Korea has developed a set of criteria to evaluate and score the activities of state agencies, accordingly, each program and project will be evaluated and scored annually to consider the effectiveness and spending of state budget for activities.
Singapore is also a very typical and successful example of effective resource management on a small scale but still achieving impressive results. The key to Singapore's success lies in building a tight legal framework and applying modern technology in resource management.
Another typical example is Japan. Japan's anti-waste story comes from a combination of strong policies and public awareness, especially the culture of "mottainai" - the culture of saving and regretting waste - deeply ingrained in the subconscious of every Japanese person.
“Developed countries have proven that waste prevention is not only an economic goal but also a social responsibility. Waste prevention is not only a technical issue but also a change in culture, concept and awareness,” Mr. Le Hai Binh emphasized.
According to Mr. Le Hai Binh, in the global context and the increase of problems with resources, waste has become a serious problem that many countries are trying to solve in the process of socio-economic development.
Vietnam is not out of that general trend. General Secretary To Lam wrote an important article “Fighting Waste” with a strong message, deeply awakening, calling on party members, cadres, and people to reconsider the way of using and managing resources in the whole society.
The General Secretary's article analyzed deeply, clearly showing that the entire political system and each citizen need to be aware of avoiding waste, not only for the national interest, the interest of themselves, their families, and society, but also for the responsibility to future generations. The General Secretary emphasized that "in the face of the historic opportunity to bring the country into the era of national development"; "the moment that shapes our future", the work of preventing and combating waste needs to be implemented drastically, synchronously with effective solutions, creating a strong spread, becoming a behavioral culture in the new era.

Dr. Nguyen Xuan Truong - Head of Department of Localities I - Central Internal Affairs Committee said that, based on closely following reality and identifying development trends of the country, region and the world, our Party and State pay special attention to the work of preventing and combating waste. In our country, the work of preventing and combating waste is under the absolute and comprehensive leadership of the Communist Party of Vietnam, directly by the Central Executive Committee, the Politburo, the Secretariat, the Central Steering Committee on preventing and combating corruption, waste and negativity and the General Secretary of the Central Executive Committee.
The work of preventing and combating waste is under the absolute and comprehensive leadership of the Party to ensure the ability to gather and promote the combined strength of many participating forces; ensure concentration, unity and consistency in the process of organizing work and measures to prevent and combat waste. Mobilizing the combined strength of the entire political system and the entire population to prevent and combat waste is inherited and applied from the viewpoint of maximizing the combined strength in building and defending the Fatherland.
Strengthening the work of preventing and combating waste is equivalent to the work of preventing and combating corruption and negativity; linking the work of preventing and combating corruption, waste and negativity with the building and rectification of the Party and the political system. Preventing and combating waste must serve the tasks of socio-economic development, consolidating the political system and the great national unity bloc, and building a clean and strong Party and political system.
In preventing and combating waste, prevention must be identified as the main, fundamental, and long-term goal, while detection and handling of waste are important and urgent. Closely combine active prevention, proactive detection, and resolute, strict, and timely handling of those who commit acts of waste, cover up, condone, assist in, or interfere with the fight against waste.
“In the work of preventing and combating waste, it must be determined: There are no forbidden areas, no empty areas, no exceptions, no privileges, regardless of who the person is. Preventing and combating waste is both an urgent and long-term task; it must be carried out resolutely, persistently, regularly, continuously with firm, positive, proactive steps and with a focus and key points” - Dr. Nguyen Xuan Truong said.
Ministry of Industry and Trade proactively and decisively takes action
Sharing at the Forum, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the industry and trade sector accounts for a very large proportion of the economy. If the industry and trade sector does a good job of saving and fighting waste, it will create resources to open up the country's economic development. Every year, the Ministry of Industry and Trade issues and effectively implements the Program on practicing thrift and fighting waste. In which, it directs units within the ministry and enterprises in the sector to thoroughly grasp and implement, while at the same time promoting communication to raise awareness of cadres, civil servants, public employees and workers in the work of saving and fighting waste.
“ In particular, in 2024, under the close and drastic direction of the Government and the Prime Minister, the timely and effective coordination of ministries, departments, branches, central agencies and localities, the Industry and Trade sector has proactively and actively implemented synchronously, drastically and effectively solutions according to assigned functions and tasks and achieved many positive and comprehensive results in all aspects of work ” - Deputy Minister Nguyen Sinh Nhat Tan clearly stated.

Notably, it has created a breakthrough in the work of building and perfecting institutions and policies with a series of Laws, Decrees, Circulars being amended, supplemented and newly issued, especially in the fields of energy and industry; restarting the Nuclear Power Development Program; removing difficulties for renewable energy projects; separating A0 from the Electricity Group (EVN) to innovate the operation of the national electricity system and market; resolving many backlog projects of the industry, helping to clear bottlenecks, avoiding waste of social resources. At the same time, it opens up opportunities to mobilize social investment resources.
Or as a typical example of the 500kV line 3 project, Mr. Pham Le Phu - General Director of the National Power Transmission Corporation (EVNNPT) - expressed that accelerating the progress of the 500kV line 3 projects has brought about many obvious effects and results, especially in saving, preventing waste of electricity and optimizing the use of resources. Specifically, accelerating the progress of the 500kV line 3 helps to redistribute the load between lines, reduce overload, reduce power loss and improve transmission efficiency.
“ One of the obvious effects of implementing Circuit 3 is the ability to connect renewable energy sources (wind power, solar power) to the national power system. Renewable energy sources, especially solar and wind power, are unstable and dependent on weather conditions. Accelerating the progress of the 500kV Circuit 3 transmission lines helps reduce the waste of this energy source by transmitting it promptly and effectively to areas in need of electricity, ” Mr. Pham Le Phu pointed out.
It can be affirmed that the 500kV line 3 completed in a short time with lightning-fast progress is a miracle of the unanimous and drastic participation of the entire political system, ministries, branches and localities where the line passes through, saving both time, effort and money.
Regarding the issue of removing institutional bottlenecks and unblocking resources to attract investment and develop the economy, according to Mr. Ngo Duc Minh - Director of the Legal Department (Ministry of Industry and Trade), from January 1, 2021 to September 1, 2024, the Ministry of Industry and Trade has drafted and submitted for promulgation 156 legal documents, including 5 laws, 20 decrees, 4 decisions of the Prime Minister and 128 circulars. Notable laws are the 2022 Petroleum Law, the 2023 Consumer Rights Protection Law, and the 2024 revised Electricity Law. These laws not only institutionalize major policies of the Party and State but also overcome bottlenecks in practice.
“ Typically, the 2022 Petroleum Law increases decentralization to the Ministry of Industry and Trade and the Vietnam Oil and Gas Group, facilitating oil and gas activities. Similarly, the 2023 Consumer Protection Law has expanded basic rights, protecting consumers in transactions in cyberspace. The revised 2024 Electricity Law has resolved bottlenecks in investment, construction of offshore wind power and emergency power projects, meeting the requirements of national energy security, ” said Mr. Ngo Duc Minh.
In addition, the Ministry of Industry and Trade has presided over, coordinated the development and advised the Government to submit to the National Assembly for initial comments the Draft Law on Chemicals (amended) at the 8th session of the 15th National Assembly in the direction of both ensuring state management requirements and encouraging creativity, liberating all production capacity, and unlocking all resources for development.

In addition, Vietnam is preparing to enter a new development phase in which the international and domestic situation is forecast to continue to be complex and unpredictable with favorable opportunities and intertwined difficulties and challenges. Therefore, overcoming bottlenecks, improving the macroeconomic environment, and taking advantage of opportunities to create new growth drivers and breakthroughs for the domestic trade sector to accelerate and develop in the coming years is of particular significance and importance.
To achieve the above objectives, the Department of Domestic Market (Ministry of Industry and Trade) recognizes that in the coming time, it is necessary to focus on a number of groups of tasks and solutions. Specifically, strengthening education and awareness on waste prevention and control in management and business activities in the domestic trade sector: Strengthening propaganda on waste prevention and control, raising awareness of saving social resources for all subjects including state management agencies, enterprises and people, and entities participating in business in the domestic trade sector.
Review and synchronize policies on domestic trade development: review and eliminate overlapping regulations, perfect mechanisms and policies. In particular, focus on amending, supplementing and perfecting the legal framework and legal norms directly regulating domestic trade activities in a synchronous and compatible manner with other specialized laws and legal norms that have been amended, while simplifying administrative procedures, creating more favorable conditions for the investment and business environment.
Next, focus on promoting the application of technology in the domestic commercial sector, encouraging digital transformation, developing digital technology application platforms to increase efficiency, save costs in business operations, management and exploitation of resources.
The strong aspiration of the nation is the determination to develop the country to achieve the goals and strategic vision of 100 years under the leadership of the Party, 100 years of the founding of the Socialist Republic of Vietnam. Therefore, fighting waste associated with preventing corruption, negativity and streamlining the apparatus to be effective and efficient is the policy, decision and strong determination of the Party and State to gather and strengthen resources to accelerate and make a strong breakthrough in the new era. |
