Determined from day one
Implementing the direction of the Prime Minister, on July 8, 2023, Minister Nguyen Hong Dien chaired a meeting with the State Capital Management Committee at enterprises, 9 localities with the 500kV line 3 from Quang Trach to Pho Noi passing through, Vietnam Electricity Group (EVN) and a number of related units to discuss and agree on solutions to implement this particularly important project.

According to Power Plan VIII, the 500kV line 3 circuit projects from Quang Trach to Pho Noi have a total length of 519 km, including two double circuits of 500kV lines and 1,177 pole foundation locations passing through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen. The project has a total investment of about 23 trillion VND, equivalent to 1 billion USD.
At the meeting, the Minister of Industry and Trade affirmed that this project plays a particularly important role in connecting the inter-regional power grid, contributing to ensuring electricity supply for the North. At the same time, he said that the Prime Minister requested that it be completed and put into operation in June 2024.
To do this, Minister Nguyen Hong Dien - Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects in the energy sector requested EVN and EVNNPT to urgently complete project documents in July 2023, ensuring quality in accordance with regulations to submit to competent authorities for appraisal and approval of the project investment policy in August 2023 and approval of the investment project in September 2023; after the investment project is approved, it is necessary to urgently work and agree with localities to carry out work related to site clearance for project implementation.

For the People's Committees of the provinces where the project passes, the Minister requested to maintain the updated project route, agreed with EVNNPT and EVN; promptly update the Provincial Planning; land use planning and plans and other relevant local planning and plans according to regulations; promptly complete the procedures for converting rice and forest land immediately after the project is approved; at the same time, focus on doing a good job of site clearance and resettlement (if any) to hand over the clean site to the investor as soon as possible for construction implementation.
For functional units of the Ministry of Industry and Trade, the Minister requested that they closely coordinate with the Investor to carry out related tasks in parallel according to their assigned functions and tasks in order to quickly complete project investment procedures. The Office of the National Steering Committee for Electricity Development coordinates with EVNNPT and EVN to develop a specific progress chart of the steps that need to be implemented to ensure the completion of the project in June 2024; at the same time, advise on the assignment of specific tasks to members of the Steering Committee to regularly monitor, inspect, urge, and promptly direct the resolution of problems during the implementation process, ensuring the project is completed on schedule.

For the State Capital Management Committee at Enterprises: The Minister proposed to continue to closely coordinate with the Ministry of Industry and Trade and relevant ministries and branches to direct and urge EVN/EVNNPT to implement the project, ensuring quality and progress as assigned; at the same time, unanimously recommend the Prime Minister to direct relevant ministries, branches and localities to closely and synchronously coordinate with the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises and investors in the process of completing investment procedures and implementing the project so that the work can be deployed quickly and effectively.
The Minister also requested EVN/EVNNPT and localities to do a good job of communication so that people can clearly see the meaning, importance and great benefits of the project, thereby supporting and agreeing in the process of deploying and implementing this important project.
Implementing the direction of the Minister of Industry and Trade, localities have actively implemented the project, in which Nam Dinh is the pioneer province. In July, this locality sent a document to relevant departments and districts requesting units to coordinate in reviewing planning, land use plans and land use area needs of projects; synthesize, advise, and report results to the Provincial People's Committee no later than July 31, 2023; At the same time, based on their functions and tasks, units coordinate and support investors with administrative procedures, ensuring project progress; The remaining 8 localities join in the implementation.

Specific contributions
In addition to the strong direction of the Minister of Industry and Trade in his role as Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects, key energy sector for relevant ministries, branches, localities and units, the Minister has requested the functional departments under the Ministry to provide maximum support to investors in the process of project appraisal and approval; Coordinate with relevant parties to promptly resolve difficulties and problems during the implementation process. Especially for the issue of importing steel columns and production materials, the Minister has sent a diplomatic note as well as requested relevant business establishments to take part in urging.

Every two weeks, the Minister of Industry and Trade chairs in-person and online meetings on the power line project. At the meetings, the Ministry's leaders listen to progress reports from each locality and unit; make requests for progress milestones and comprehensive, specific solutions for each area of difficulty, especially issues related to legal and administrative procedures for site clearance, compensation, construction, etc.; and periodically report to the Prime Minister and the State Steering Committee on important national programs, works, and projects, key energy sectors.
In addition, the Minister and leaders of the Ministry and departments attended the Government's thematic meetings; joined the working delegation of the Prime Minister and Deputy Prime Minister to the construction site; the Minister also directly went to localities to inspect the construction progress and visit and encourage the construction forces.

With the efforts of the entire political system, including the Ministry of Industry and Trade, in accordance with the Prime Minister's directive of "only discussing work, not retreating", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "not enough work during the day, working at night", "working through Tet, through holidays, through holidays"... after just over 6 months, 4 component projects and auxiliary works have been basically completed. Notably, on June 30, the Nam Dinh - Thanh Hoa Thermal Power Plant line was completed and energized, on June 28, the Thanh Hoa 500kV transformer station was also energized. Before that, a number of other connecting lines were also completed, promptly reducing the load on the 500kV grid from the Central region to the North.
And after nearly 9 months since the start of the first project, the entire project has now been completed and energized, creating a new miracle in the construction of ultra-high voltage power lines in Vietnam. What is even more special is that the entire power line, 500kV transformer station... are all undertaken by Vietnamese engineers.
As planned, on the morning of August 29, 2024, the inauguration ceremony of the 500kV line 3 from Quang Trach to Pho Noi will be solemnly held in 9 localities in both in-person and online forms. Government leaders, ministries and branches will participate at some points of the project.
