Units under the Ministry of Industry and Trade, according to their assigned functions, tasks and authorities, organize research and disseminate the contents of Resolution 178/NQ-CP of the Government to all party members, civil servants, public employees and workers under their management authority.

The Department of Planning and Finance shall preside over and coordinate with relevant units to monitor and urge the implementation of the Ministry of Industry and Trade's action program to implement Resolution No. 178/NQ-CP of the Government; annually synthesize reports and recommend necessary measures to ensure the synchronous and effective implementation of the Resolution.
Periodically, before November 15 of each year, units must send reports on implementation results to the Department of Planning and Finance for synthesis and send them to the Ministry of Transport to report to the Prime Minister in accordance with regulations.
