On December 4, the Ministry of Industry and Trade sent report No. 9838/BCT-PCKB to the Department of Internal Security (Ministry of Public Security) on the results of implementing counter-terrorism tasks in 2024.
Accordingly, in response to Official Dispatch No. 5823/ANND-P6 dated October 24, 2024 of the Department of Homeland Security on reviewing the implementation of counter-terrorism (TC) tasks in 2024, the TC Steering Committee of the Ministry of Industry and Trade reports on the direction of organizing the implementation of TC work in 2024 at the Ministry of Industry and Trade as follows:
On the direction and operation of the Ministry of Industry and Trade
On February 22, 2023, the Minister of Industry and Trade issued Decision No. 378/QD-BCT approving the Work Program of the Steering Committee for Counterfeiting and Counterfeiting of the Ministry of Industry and Trade for the period 2023-2026. The Decision assigned focal units to implement the following key and specific tasks for counterfeiting and counterfeiting in the period 2023-2026: Organizing training conferences, disseminating, thoroughly grasping and implementing the Law on Counterfeiting and Counterfeiting and the Decrees guiding the implementation of the Law. Reviewing and identifying targets and key areas for counterfeiting and counterfeiting under the Ministry of Industry and Trade and developing and organizing counterfeiting and counterfeiting drills for agencies and units in the industry and trade sector. On January 8, 2024, the Steering Committee for Fire Prevention and Control of the Ministry of Industry and Trade issued Official Dispatch No. 39/ATMT-VP to the units under the Ministry on the deployment and implementation of fire prevention and control work at construction works and headquarters under the management of the Ministry of Industry and Trade after the Minister of Industry and Trade signed Decision No. 3301/QD-BCT dated December 22, 2023 on promulgating the list of key fire prevention and control works and headquarters under the management of the Ministry of Industry and Trade with the Fire Prevention and Control Plan Framework for some hypothetical situations. Units under the Ministry of Industry and Trade have been deploying and completing fire prevention and control plans at the headquarters and construction works assigned to their management based on the instructions in the above Plan Framework, ensuring absolute security and safety. Some units under the Ministry such as the Electricity Regulatory Authority, the Ministry's Office, etc. have completed the Fire Prevention and Control Plan Framework at the headquarters of the agency assigned to manage.
On February 6, 2024, the Steering Committee for Counterfeiting and Counterfeiting of the Ministry of Industry and Trade issued Decision No. 313/QD-PCKB on promulgating the 2024 Work Plan of the Steering Committee for Counterfeiting and Counterfeiting of the Ministry of Industry and Trade. The Decision assigned specific tasks to units in coordinating the implementation of contents related to the Counterfeiting and Counterfeiting work of the Ministry of Industry and Trade such as: Organizing training conferences, disseminating, thoroughly understanding and implementing the Law on Counterfeiting and Counterfeiting and the Decrees guiding the implementation of the Law; coordinating the review and identification of targets and key areas of Counterfeiting and Counterfeiting under the Ministry of Industry and Trade and developing and organizing drills on Counterfeiting and Counterfeiting, strengthening the implementation of state management measures to prevent terrorism, etc.
According to the Ministry of Industry and Trade, in order for the PCKB work to be continuous, ensuring security and safety for the industry and trade sector, and timely in directing and operating with security challenges in the new situation, the work of perfecting the members participating in the PCKB Steering Committee of the Ministry of Industry and Trade has always been closely paid attention to by the leaders of the Ministry of Industry and Trade, with specific instructions based on the practical situation at each unit. In 2024, at the request of the standing agency of the PCKB of the Ministry of Industry and Trade, the leaders of the Ministry of Industry and Trade signed and issued Decision No. 511/QD-BCT dated March 12, 2024 on perfecting the members of the PCKB Steering Committee of the Ministry of Industry and Trade, accordingly, perfecting 1 Department-level leader as Deputy Head of the PCKB Steering Committee of the Ministry of Industry and Trade.
On October 15, 2024, the Ministry of Industry and Trade issued Official Dispatch No. 8172/BC-ATMT to the Ministry of National Defense on the summary and evaluation of the implementation results of Decree No. 81/2019/ND-CP dated November 11, 2024 of the Government on preventing and combating the proliferation of weapons of mass destruction, from September 2019 to September 30, 2024, in which it summarized and pointed out the implementation of Decree 81/2019/ND-CP of the Ministry of Industry and Trade, difficulties, obstacles, recommendations and proposals to ensure good implementation of Decree 81/2019/ND-CP in the coming time of the Ministry of Industry and Trade.
In addition, in 2024, the Ministry of Industry and Trade strictly controlled the production of chemicals, industrial explosives, and explosive precursors at units and organizations within its scope and management functions to prevent chemical weapons terrorism and prevent terrorist financing.
On the results of implementing PCKB work in the Industry and Trade sector
In the sectors and fields under the management of the Ministry of Industry and Trade, especially important hydropower projects, large hydropower plants, production and business establishments, using industrial explosives, explosive precursors, oil and gas exploitation projects, coal and mineral exploitation projects... are areas with high risk of terrorism. Therefore, the work of PCKB in the Industry and Trade sector is always of interest to the Ministry of Industry and Trade and is strictly implemented in accordance with regulations, ensuring absolute security, safety of life and property in the Industry and Trade sector, ensuring energy security for the country.
Based on the assigned functions, tasks and powers, the state management units under the Ministry of Industry and Trade have proactively coordinated with competent agencies to deploy PCKB tasks related to the sectors and fields under their management, proactively taking remote preventive measures, avoiding being passive and surprised, promptly detecting and fighting to prevent all plots and sabotage and terrorist activities.
“ Recognizing the dangers of terrorism, the leaders of the Ministry of Industry and Trade have paid great attention to leading and directing activities to prevent and stop acts that may be related to terrorism, proactively directing agencies and units within the Ministry to regularly do a good job of grasping the situation of the area and subjects, doing a good job of state management of energy, promptly detecting and preventing plots, activities, and incidents suspected of being related to terrorism ,” the report stated.
At the same time, the work of preventing, combating and resolving terrorism-related situations in units within the Ministry has been well implemented. The standing agency for anti-terrorism work of the Ministry of Industry and Trade is the Department of Industrial Safety Techniques and Environment (Department of Industrial Safety Techniques and Environment). In the past time, the Department of Food Safety has advised the leaders of the Ministry of Industry and Trade and the Steering Committee for Food Safety of the Ministry of Industry and Trade to carry out activities on food safety in sectors and fields under the authority of the Ministry of Industry and Trade (organizing a conference to deploy food safety work of the Ministry of Industry and Trade in 2023 and the period 2023-2026 on June 8, 2023; advising the leaders of the Ministry of Industry and Trade to issue Decision 3301/QD-BCT dated December 22, 2023 on promulgating a list of key works and headquarters on food safety under the management responsibility of the Ministry of Industry and Trade with the Food Safety Plan Framework at works and headquarters under the Ministry of Industry and Trade... This is an important premise and basis for units under the Ministry of Industry and Trade to carry out tasks on food safety work of the unit).
In addition, large economic groups (EVN, PVN, Vinachem, TKV, Petrolimex) have coordinated with competent authorities to review and identify targets and key projects on fire prevention and fighting within their management scope (hydropower, thermal power, power transmission, coal and mineral exploitation, oil and gas processing, chemical production, industrial explosives, petroleum storage...) to develop appropriate fire prevention and fighting plans to ensure security, safety and economic development.
On difficulties and obstacles in PCKB work
The Ministry of Industry and Trade said that the human resources for implementing fire prevention and fighting work are still lacking in quantity and limited in expertise and professionalism. Currently, all civil servants participating in fire prevention and fighting work are full-time, and no civil servants are assigned to specialize in fire prevention and fighting work. Ministries, branches and units have not participated in training courses to improve professional skills and capacity in fire prevention and fighting work, while most of the documents on fire prevention and fighting are confidential documents with limited circulation, so most of the cadres and civil servants do not fully understand the legal regulations and the role of fire prevention and fighting work, thus not creating a change in fire prevention and fighting awareness and action. Funding for fire prevention and fighting activities has not been specifically regulated by law, leading to the lack of a legal basis for ministries and branches to allocate annual funding for units (especially standing agencies) to organize fire prevention and fighting activities. Therefore, units face many difficulties in implementing PCKB activities (training, drills, developing and organizing PCKB plans...).
" The lack of regulations on criteria for determining targets and key areas for fire prevention and fighting and guidelines for developing fire prevention and fighting plans and scenarios makes it difficult for units to determine key targets for fire prevention and fighting, " the report pointed out.
Also according to the Ministry of Industry and Trade, currently, the state management of economic groups has been transferred from the Ministry of Industry and Trade to the State Capital Management Committee at Enterprises. The key targets on PCKB of the Industry and Trade sector are mainly related to industrial projects under the management of large economic groups. Therefore, the direction of implementing PCKB measures at these key target projects requires the participation of the State Capital Management Committee at Enterprises.
About suggestions and recommendations
The Ministry of Industry and Trade said that in order to effectively implement the tasks of PCKB in the coming time, the PCKB Steering Committee of the Ministry of Industry and Trade proposed to the Standing Agency of the National PCKB Steering Committee the following specific contents:
Firstly, advise the National Steering Committee for Disaster Prevention and Control to soon have specific instructions on determining criteria for identifying targets and key projects on disaster prevention and control in the industry and trade sector so that the Steering Committee for Disaster Prevention and Control of the Ministry of Industry and Trade and large corporations in the industry and trade sector have a basis to direct units in the industry and trade sector to develop a list of targets and key projects on disaster prevention and control in order to have appropriate disaster prevention and control plans.
Second, strengthen the organization of training, open training courses, improve professional skills, and practice hypothetical scenarios to improve knowledge and situation handling skills for the PCKB force of ministries, branches, and localities.
Third, increase investment in fully equipping professional means for forces participating in fire prevention and fighting work.
Fourth, study the difficulties in the work of fire prevention and fighting of ministries, branches and localities to advise the Government and the National Fire Prevention and Fighting Steering Committee to have specific regulations on the responsibilities of ministries and branches in directing fire prevention and fighting work in sectors and fields under their management to avoid overlap and interference with the direction of the National Fire Prevention and Fighting Steering Committee and the Fire Prevention and Fighting Steering Committees of localities.
