On July 5, 2023, the Ministry of Industry and Trade issued Decision No. 1704/QD-BCT on the investigation and application of anti-dumping measures (AD) on prestressed steel wire rope products classified under HS codes: 7312.10.91 and 7312.10.99 from Malaysia, Thailand and China (Case number: AD17).
According to the Department of Trade Remedies, Ministry of Industry and Trade, the investigation was initiated based on the Request for Investigation to apply anti-dumping measures submitted on August 9, 2022 by representatives of the domestic manufacturing industry.
The domestic industry has accused prestressed steel cable products from Malaysia, Thailand and China of being dumped into the Vietnamese market and this dumping behavior is the main reason that significantly hinders the formation of the prestressed steel cable product manufacturing industry in Vietnam.
Thus, after the decision to investigate is made, the Ministry of Industry and Trade will send the investigation questionnaire to relevant parties to collect information, analyze and evaluate the alleged contents including: dumping behavior of manufacturing and exporting enterprises of the investigated countries; determining the significant obstruction of the formation of domestic manufacturing industries; the causal relationship between dumping behavior and significant obstruction of the formation of domestic manufacturing industries.
At the same time, the Ministry of Industry and Trade will conduct an investigation and re-verification of the information provided by the relevant parties before completing the official investigation conclusion on the case. The Ministry of Industry and Trade will also organize a public consultation for the relevant parties to directly exchange, provide information, and express their views on the case before making a final conclusion on the case.
According to the provisions of the Law on Foreign Trade Management, if necessary, based on the results of the preliminary investigation, the Ministry of Industry and Trade may apply temporary anti-dumping measures.
Therefore, the Ministry of Industry and Trade recommends that all organizations and individuals who are exporting, importing, distributing, trading, and using investigated goods register as related parties and provide necessary information to the Ministry of Industry and Trade to ensure their rights and interests in accordance with the law.
Organizations and individuals can register as related parties in the case with the Investigation Agency according to the Related Party Registration Form issued in Appendix 1 attached to Circular No. 37/2019/TT-BCT dated November 29, 2019 of the Minister of Industry and Trade detailing a number of contents on trade defense measures and send it to the Investigation Agency at the address below by the following methods: official dispatch or email.
