Ministry of Public Security receives documents and investigates project of Bach Mai and Viet Duc Hospitals

On the afternoon of April 4, the Ministry of Public Security held a press conference to provide information on the situation and results of public security work in the first quarter of 2025, and key tasks for the following months.

At the press conference, Lieutenant Colonel Vu Thanh Tung - Deputy Director of the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling (C03, Ministry of Public Security) - informed about the project of the second facility of Bach Mai Hospital and the second facility of Viet Duc Hospital in Ha Nam province.

According to Lieutenant Colonel Tung, after the Government Inspectorate issued the inspection conclusion related to the project of Bach Mai Hospital's second facility and Viet Duc Hospital's second facility, implementing the direction of the Ministry of Public Security's leaders, Department C03 is coordinating with the Government Inspectorate to receive the documents.

At the same time, Department C03 will assign resolution according to legal regulations.

Previously, on March 31, the Government Inspectorate announced the conclusion of the inspection of the investment project to build new facilities 2 of Bach Mai Hospital and Viet Duc Friendship Hospital.

The inspection results showed that the violations in the implementation of the two projects of Bach Mai Hospital and Viet Duc Hospital, Branch 2, were systematic. The amount of damage and waste in these two projects amounted to more than 1,200 billion VND.

According to the Government Inspectorate, the inspection results showed that the violations in the implementation of the two projects were systematic, with later violations being caused by previous violations.

Violations occurred due to subjective factors in most stages, from investment preparation to investment implementation, from approving policies and plans for selecting contractors to implementing bidding packages.

The Government Inspectorate also pointed out the causes of violations related to the two projects, clearly stating the responsibilities of the Minister and Deputy Minister of Health.

According to the conclusion, the Minister of Health and the Deputy Minister in charge at that time committed violations in approving the policy of recruiting foreign consultants to set up the project, designing the project without basis, not meeting the conditions prescribed by law.

The Ministry of Health's leaders also concluded that "the Ministry illegally directed foreign consulting units to carry out project consulting packages without completing the contractor selection process."

The Minister and Deputy Minister of Health at the time of the groundbreaking and construction of the two hospitals were concluded to be "irresponsible, lax in management, not urging inspection, supervision, and not fully performing other duties and powers of the person deciding on the investment.

As a result, many shortcomings, defects, violations and mistakes occurred in most implementation stages, leading to ineffective use and failure to fully utilize the allocated capital.

The Government Inspectorate recommended that the Prime Minister direct the Ministry of Health to review and take strict legal action against the ministers and deputy ministers in charge of the two projects in each period related to the violations and wrongdoings stated in the conclusion.
