According to Colonel Pham Quang Huy, Deputy Director of the Traffic Police Department (Ministry of Public Security), in parallel with receiving driver's license data, the Ministry of Public Security has edited and upgraded the software for testing and issuing driver's licenses. In particular, the software for issuing and exchanging driver's licenses on the National Public Service Portal has increased the capacity for issuing and exchanging driver's licenses from 3,000 to 10,000 driver's licenses/day. The Ministry also organized training, testing and evaluating the issuance of examiner cards for local traffic police officers.

According to Colonel Pham Quang Huy, from March 1 to March 27, 2025, local police have deployed the issuance and re-issuance of driving licenses at 63 traffic police departments and more than 700 direct issuance and re-issuance reception points at commune, ward, and town levels or at public administrative centers of localities nationwide to serve the people quickly and conveniently. The organization received 152,354 applications for changing and re-issuing driving licenses, of which 125,416 applications were received directly.

The Traffic Police Department has signed 94,887 cases of changing and re-issuing driving licenses; automatically updated electronic driving licenses for people on the VNeID electronic identification application in 93,890 cases.

Regarding the driver testing work, the Traffic Police Department is urgently deploying technical and personnel preparations to implement in April 2025. The Ministry of Public Security has deployed the work of receiving dossiers for changing and re-issuing driver's licenses at the commune-level police - where the issuance and re-issuance points are arranged; increasing the processing of dossiers received on the public service portal. The Ministry of Public Security recommends that citizens carry out administrative procedures in an electronic environment to minimize costs and inconvenience for people.

Previously, from March 1, the national traffic police force began to implement a number of basic functions and tasks such as: Organizing testing, issuing car driving licenses; receiving applications for changing, re-issuing driving licenses, and issuing international driving licenses, after receiving these tasks from the transport sector.

During the preparation process, the traffic police force organized training for more than 1,800 officers and soldiers nationwide to participate in the testing, issuance and exchange of driving licenses.
