Ministry of Public Security proposes that traffic surveillance cameras must clearly see the driver's face and license plate

The drafting agency assessed that in recent years, provinces and cities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Ninh... have actively installed traffic cameras at many key intersections and transmitted data to the traffic light control center.

However, the implementation of smart transportation currently faces many difficulties, especially data sharing between different agencies and units in the same locality, between localities, and between localities and ministries and branches due to incompatible technology platforms.

The Ministry of Public Security believes that it is necessary to study and perfect standards in the system of command, operation, supervision, and handling of violations of traffic order and safety.

The Ministry of Public Security proposed dividing the types of cameras into: observation, monitoring, detecting violations, recognizing license plates, and measuring traffic flow.

The surveillance camera equipment must be able to record images and videos that, when magnified, can clearly see the vehicle, the driver's face, and the license plate at a minimum distance of 30m (daytime) and even slow-moving vehicles under 5km.

For surveillance cameras that detect violations, they will be divided into 2 types:

Type 1 will ensure that online images and recorded video data when magnified can clearly see the vehicle: Overtaking in cases where overtaking is not allowed; stopping or parking in violation of regulations; driving a motorbike or scooter onto the highway; driving in the opposite direction of a one-way street; not obeying traffic light signals and other violations.

Type 2 is required to have the ability to monitor and detect at least one of the following behaviors: Driving in the wrong lane or lane; overtaking in cases where overtaking is not allowed; stopping or parking in violation of regulations; driving a motorbike or scooter onto a highway; driving in the opposite direction of a one-way street; not obeying traffic light signals and other violations.

Data from type 2 when transmitted to the monitoring center will include: Clear photos and videos of the vehicle, license plate; location, time, violation, license plate identification data; video recording the violation ensures the time before, during and after the violation occurs.

License plate recognition cameras are required to recognize license plates of vehicles to detect violations and prevent crimes on the route. Data transmitted to the monitoring center includes vehicle images and license plate information to ensure clarity.

Regarding traffic measurement camera standards, the above types of cameras are required to be able to operate in temperatures from -5 degrees Celsius to 60 degrees Celsius, ensuring IP66 standards or higher.

Regarding speed measuring devices, the Ministry of Public Security divides them into the following types: Automatic speed measuring devices with video recording; Automatic speed measuring devices with video recording using laser sensor technology; Automatic speed measuring devices with video recording using radar sensor technology. Automatic speed measuring devices with video recording must ensure that they can measure at a vehicle speed range of 8 - 220km/h.

The ability to recognize license plate accurately is greater than or equal to 95% during the day and greater than or equal to 80% at night. The maximum vehicle speed that can capture clear images is greater than or equal to 180km/h.

Using AI Box to handle violations
The Ministry of Public Security proposed installing an intermediary device (AI Box) to receive signals from cameras to analyze and process data transmitted to the monitoring center.

AI Box is capable of recognizing and detecting at least one of the violations of the Road Traffic Law, identifying license plates and locations of violations.

Currently, the Traffic Police Department has piloted the use of AI technology to support patrolling and controlling traffic on the route, in order to improve efficiency and avoid overlap.

In the initial phase, this AI application will analyze and identify vehicle license plates based on images captured by the phone camera. When transmitting images, the data system automatically checks whether the vehicle has been previously inspected by traffic police teams or not, limiting multiple inspections on the route.

The application also scans the QR code on the citizen identification card, integrating with VNeID to collect driver information.

Thanks to that, traffic police teams can quickly determine whether a vehicle has been previously inspected or not, limiting the need to stop a vehicle multiple times, causing inconvenience to traffic participants.
