According to this guideline, the enrollment of new regular university students in public security academies and schools in 2025 will basically remain stable as in 2024. However, there will be some adjustments to accommodate the first high school graduation exam implemented under the new general education program in 2018; the university enrollment regulations in 2025 of the Ministry of Education and Training and the new organizational structure of the Ministry of Public Security.

Regarding admission methods, in 2025, the Ministry of Public Security will continue to use 3 admission methods including Method 1: direct admission of excellent students who have achieved high scores in national and international excellent student competitions according to the current admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security; Method 2: admission combining international foreign language certificates with the results of the assessment test of the Ministry of Public Security; Method 3: admission combining the results of the high school graduation exam with the results of the assessment test of the Ministry of Public Security.

This year, the Ministry of Public Security has made some adjustments to Method 2 and the structure of the 2025 Assessment Test (in Method 3).

Specifically, adjusting Method 2 (admission through international language certificates) in the direction that public security academies and schools will not directly admit candidates with international language certificates equivalent to IELTS (Academic) with a score of 7.5 or higher as in previous years, but will convert them to the equivalent of the score the candidate has obtained through the international language certificate (the converted score will gradually increase corresponding to the candidate's certificate exam results).

In addition, expand the recruitment source with candidates having international language certificates combined with the assessment test scores of the Ministry of Public Security.

Admission requirements require candidates to have an IELTS (Academic) certificate of 5.5 or higher (equivalent to level B2 according to the European Reference Framework) or another international foreign language certificate of equivalent value; academic performance in grades 10, 11, 12 of good or higher; average foreign language score of all high school years of 7.0 or higher (certificate recognized by the Ministry of Education and Training and not using the Home Edition version).

In Method 3, the Ministry of Public Security adjusted the 2025 Assessment Test in accordance with the changes of the Ministry of Education and Training. The reference test of the 2025 Assessment Test of the Ministry of Public Security has been announced to be consistent with the 2018 General Education Program.

In 2025, the Ministry of Public Security's assessment exam will consist of 4 exam codes. The total test time is 180 minutes in written form.

Candidates choose 1 of 4 exam codes to take the exam according to their strengths:

The admission score is still the total score of 3 subjects in the admission combination to the People's Police Academy (accounting for 40%) and the assessment test score of the Ministry of Public Security converted to a 30-point scale (accounting for 60%) rounded to 2 decimal places, plus regional priority points, subject priority points according to the regulations of the Ministry of Education and Training, and bonus points according to the regulations of the Ministry of Public Security.

The calculation formula is as follows: DXT = (M1+M2+M3)*2/5+BTBCA*3/5+DC

In which: ĐXT is the admission score; M1, M2, M3 are the scores of 3 subjects in the subject group for admission to the People's Police Academy; BTBCA is the score of the assessment test of the Ministry of Public Security; DC is the bonus point.

Candidates who have met the preliminary conditions, submitted their application to the People's Public Security schools, participated in the assessment test of the Ministry of Public Security in 2025, registered their official admission wishes to the People's Public Security schools as their first choice, ensuring the admission conditions according to the registration combination, enrollment region, ensuring the input threshold according to the regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security.

In addition, this year, the Ministry of Public Security also expanded the admission combinations to public security schools from 7 combinations in 2024 to 15 combinations in 2025.

Also according to this instruction, regarding the motor ability test, candidates register for 2 motor ability tests in the motor activities according to gender, male and female. The results are only counted as pass or fail.

Content of the mobility test for public security schools in 2025:

Regarding the preliminary registration, active police officers register at their work unit. Students of the Cultural School register at their school. High school students (including students who graduated in previous years), citizens who have completed their obligation to join the People's Public Security or military service register at the commune-level police where they have registered their permanent residence.

The Ministry of Public Security notes that candidates are not allowed to register for pre-selection in multiple majors, academies, universities, and at multiple Admissions Boards under the Ministry of Public Security. The police of units and localities clearly inform candidates that if they violate the regulations, they will not be considered for admission to the People's Public Security schools.

Applicants must go directly to the Commune Police to register for the preliminary selection; bring the original or a certified copy of the original transcript, birth certificate, and ID card/Citizen ID card. For citizens who have completed their public security service or military service, in addition to the above documents, they must also bring the Discharge Decision.

Regarding the enrollment zoning, nationwide enrollment for: People's Public Security Political Academy, Fire Prevention and Fighting University, International Academy and Cyber ​​Security and High-Tech Crime Prevention major of People's Public Security Academy; Information Technology major (cooperative training with University of Information and Communications Technology, Hanoi University of Science and Technology) of People's Public Security Academy; Medicine major of People's Public Security University of Engineering and Logistics sent for training at Military Medical Academy, Ministry of National Defense.

Northern region enrollment for: People's Police Academy, Security professional group of People's Security Academy. Southern region enrollment for People's Security University and People's Police University.

In 2025, the Ministry of Public Security assigned more than 2,300 enrollment targets to public security academies and schools.

Of which, the People's Security Academy has 540 quotas; the People's Police Academy has 530 quotas; the People's Police Political Academy has 100 quotas; the International Academy has 50 quotas; the People's Security University has 260 quotas; the People's Police University has 420 quotas; the Fire Prevention and Fighting University has 200 quotas; the People's Police University of Engineering and Logistics has 250 quotas.
