Politburo requests implementation of policy 'highest teacher salary'

The Politburo has just issued Conclusion No. 91-KL/TW on continuing to implement Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration. The Politburo requested the implementation of the policy that teachers' salaries are ranked highest in the administrative and career salary scale system and have additional allowances.

The Politburo requested Party committees at all levels, authorities and socio-political organizations to continue to thoroughly grasp and seriously and effectively implement the viewpoints, goals, tasks and solutions stated in Resolution 29, Resolution of the 13th National Congress and other resolutions of the Party on education and training; at the same time, focus on implementing well the specific tasks set out by the Politburo in the coming time in the above conclusion.

One of those tasks is that Party committees, Party organizations, authorities, local and unit leaders continue to raise awareness, strengthen leadership responsibility, thoroughly and deeply implement the viewpoint that education and training is the top national policy, the cause of the Party, the State and the entire people; ensure the leading role of the State, and at the same time attract the active participation of society in developing the cause of education and training.

Focus on reviewing, amending, supplementing, and perfecting mechanisms, policies, and laws on education and training, removing bottlenecks, including the need to promptly develop laws on teachers, laws on lifelong learning, education development strategies, and regulations on innovation in education and training management, and school governance in a scientific, modern, synchronous, and interconnected manner, consistent with the international integration process and practices in our country.

Increase autonomy, enhance accountability, promote democracy in educational institutions; perfect policies and mechanisms for autonomy for higher education institutions in line with the general trend of the world. Implement the policy of Party Committee Secretary concurrently being the Chairman of the school council, the council of public universities; at the same time, clarify the functions, tasks, and relationship between the chairman of the school council and the principal to have regulations suitable to reality, taking into account the characteristics of schools in the public security and military sectors.

Continue to improve the quality of comprehensive education at all levels: preschool, general education, continuing education, and political and ideological education for students...

Strongly innovate the recruitment mechanism and use of staff in the education sector.

Regarding the issue of staff, the Politburo requested to carry out the task of developing, improving the quality, and standardizing the team of teachers and educational managers at all levels; ensuring a sufficient number of teachers according to prescribed norms; researching mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally resolve the situation of local teacher surplus and shortage and improve the quality of education for disadvantaged areas.

Innovate state management of teachers in a synchronous manner, associated with professional and quality management. Strongly innovate mechanisms and policies to discover, recruit, use, train, reward and promote talents working in the education sector;

"Implement the policy that teachers' salaries are given the highest priority in the administrative salary scale system and have additional allowances depending on the nature of the work and the region. Promote democracy, respect creative freedom, academic expertise, and uphold the ethics and responsibility of teachers," the Politburo's conclusion stated.

Ensure that the budget for education and training is at least 20%

In addition, the Politburo also requested to continue to innovate the management mechanism, ensure adequate facilities and financial resources for education and training development; ensure the state budget for education and training is at least 20% of the total state budget expenditure as set out in Resolution No. 29-NQ/TW. At the same time, promptly adjust the total state budget expenditure for education and training in line with economic growth.

The State ensures funding for compulsory education, universal education, tuition exemption for 5-year-old preschool children and carries out key tasks in the education sector; prioritizes investment in education and training in ethnic minority, mountainous, border and island areas...

Perfecting the investment mechanism and policies for education and training in the spirit of the State playing the leading role, while promoting the socialization of education, mobilizing the effective participation of the whole society in the cause of education and training; researching the resource allocation mechanism, shifting from support according to the average allocation mechanism to the mechanism of the State ordering, assigning tasks or bidding for the provision of educational services according to output results.

The Politburo also set out the task of improving the investment environment in the field of education and training, ensuring fair and transparent competition; having strong mechanisms and policies to promote and encourage the development of non-public education, especially preferential policies on land, tax, and credit to mobilize investment resources for education and training; removing obstacles in the financial autonomy mechanism for public education and training institutions.

Improve the policy of supporting learners from the state budget through granting scholarships or tuition fee exemptions for industries and professions that need priority development at all training levels, expand the target audience and increase the preferential level of credit loans.
