Politburo: Temporarily suspend recruitment and appointments until the apparatus restructuring is completed

On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 128-KL/TW dated March 7, 2025 on the policy of temporarily suspending recruitment, appointment, and introduction of candidates for leadership and management positions in agencies and units due to organizational restructuring.

The Politburo's conclusion stated that from March 7, 2025 until the completion of the provincial merger, the abolition of the district level, the reorganization of commune-level administrative units, and the streamlining of the Vietnam Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State, it is necessary to unify a number of policies.

Accordingly, for the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned tasks by the Party and the State at the Central level, recruitment, planning, mobilization, rotation, appointment, and nomination of candidates for leadership and management positions in these organizations and affiliated agencies and units are temporarily suspended.

At the provincial level, temporarily suspend recruitment, planning, mobilization, rotation, appointment, and approve the policy of completing the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Council, vice chairman of the People's Committee of the province and city; complete and supplement the Party Committee, standing committee of the Party Committee, term 2020-2025, and leaders of the head and deputy head of the Vietnam Fatherland Front of political and social organizations, and mass organizations assigned by the Party and State.

For district and commune levels, temporarily suspend recruitment, planning, mobilization, rotation, appointment and nomination of candidates for leadership and management positions and complete and supplement Party committees, standing committees of Party committees, secretaries and deputy secretaries at district and commune levels.

In special cases where it is truly necessary to supplement and perfect certain positions, this will be done according to the regulations below.

Specifically, the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Committee of the province or city, the completion and addition of members of the Standing Committee of the provincial Party Committee, leaders of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State at the Central level, the Party Committee and Party organizations shall report to the Politburo and the Secretariat for consideration of each case to approve the implementation of the process of completion and addition of personnel.

The Standing Committee of the provincial Party Committee shall report to the Central Organizing Committee for the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman and Vice Chairman of the People's Committee at the district level to seek opinions from the Central Organizing Committee before implementing the process of completing and supplementing personnel according to regulations.

With the titles of Secretary, Chairman of People's Council, Chairman of People's Committee at commune level, the Standing Committee of Provincial Party Committee is assigned to consider carefully, cautiously, and comprehensively before deciding and be responsible to the Politburo for its decision.

The consolidation and supplementation of management and leadership positions according to the policy of the Politburo and the Secretariat will continue to be implemented according to regulations. For other cases that have completed the personnel process and sent documents to the competent authority of the Central Committee, the Central Organization Committee, before March 7, 2025, they will be considered according to regulations.

Conclusion 128 of the Politburo also clearly stated that for the leadership and command positions of the army, police, People's Court, and People's Procuracy at the local level, the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee shall, based on the Politburo's policy, lead, direct, concretize, and organize implementation, ensuring unity and suitability with the situation and practical requirements of the unit.
