On October 11, at the Party Central Committee Headquarters, the Politburo reviewed and disciplined party organizations and party members with violations and shortcomings.
After reviewing the proposal of the Central Inspection Commission, the Politburo found that the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism, Party regulations, and Working Regulations.
This agency also lacked responsibility in leadership, direction, inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of construction package No. 4 of the Tuyen Quang - Ha Giang Expressway project implemented by Thuan An Group Joint Stock Company; a number of cadres and party members, including key cadres of the province, violated regulations on what party members are not allowed to do and the responsibility to set an example.
Mr. Dang Quoc Khanh, during his tenure as a member of the Party Central Committee and Secretary of the Ha Giang Provincial Party Committee, violated Party regulations and State laws while performing assigned duties and tasks in preventing and combating corruption and negativity.
In addition, Mr. Khanh also violated the Regulations on what party members are not allowed to do and the responsibility to set an example, causing serious consequences, risking loss and waste of large amounts of state money and assets, causing bad public opinion, and reducing the reputation of the party organization and local government.
The Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism and Party regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of Package 26, the investment project to build the Tuyen Quang - Phu Tho expressway, implemented by Thuan An Group Joint Stock Company.
Some cadres and party members, including key cadres of Tuyen Quang province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what party members are not allowed to do and the responsibility to set an example.
During his tenure as a member of the Party Central Committee and Secretary of the Tuyen Quang Provincial Party Committee, Mr. Chau Van Lam violated Party regulations and State laws in performing assigned duties and tasks, and in preventing and combating corruption and negativity.
Mr. Lam also violated the Regulations on what party members are not allowed to do and the responsibility to set an example; causing serious consequences, risking loss and waste of large amounts of state money and assets, causing bad public opinion, and reducing the prestige of the party organization and local government.
Proposing the Party Central Committee to discipline 2 individuals
The Standing Committee of Phu Tho Provincial Party Committee for the 2010-2015 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of projects and bidding packages at the Hung Temple Historical Relic Site implemented by Phuc Son Group Joint Stock Company.
Some cadres and party members, including key cadres of Phu Tho province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what party members are not allowed to do and the responsibility to set an example.
Mr. Ngo Duc Vuong, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee; Mr. Nguyen Doan Khanh, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee; Mr. Hoang Dan Mac, former Secretary of the Phu Tho Provincial Party Committee, during their time holding leadership positions in the Provincial Party Committee, had degraded in political ideology, ethics, and lifestyle; seriously violated Party regulations and State laws in performing assigned duties and tasks, and in preventing and combating corruption and negativity.
These men also violated the Regulations on what party members are not allowed to do and the responsibility to set an example; causing very serious consequences, public outrage, and very bad effects on the reputation of the party organization and local government.
The Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in implementing a number of investment projects in the province, including projects implemented by Phuc Son Group Joint Stock Company, causing serious consequences and a risk of loss and waste of large amounts of State money and assets.
Some cadres and party members, including key cadres of Quang Ngai province, seriously violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what party members are not allowed to do and the responsibility to set an example, were disciplined, criminally prosecuted, causing bad public opinion, reducing the prestige of the party organization and local government.
Based on the content, nature, level, consequences, and causes of violations by the above-mentioned Party organizations and Party members, according to the Party's regulations on disciplining violating Party organizations and Party members, the Politburo decided to impose a warning on the Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 term, the Standing Committee of the Phu Tho Provincial Party Committee for the 2010-2015 term, the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term, and the Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term.
The Politburo decided to impose a disciplinary warning on Mr. Dang Quoc Khanh and Mr. Chau Van Lam. At the same time, it reprimanded the Standing Committee of the Quang Ngai Provincial Party Committee for the 2015-2020 term.
The Politburo proposed that the Party Central Committee consider and discipline Mr. Ngo Duc Vuong and Mr. Nguyen Doan Khanh, but not Mr. Hoang Dan Mac due to his serious illness.
The Politburo requested that competent authorities promptly enforce administrative discipline in line with party discipline.
The Central Inspection Committee proposed to discipline many party members related to the Thuan An and Phuc Son cases.
Mr. Dang Quoc Khanh was proposed to be disciplined for his involvement in the Thuan An bidding package.
Mr. Dang Quoc Khanh and Mr. Chau Van Lam ceased to be National Assembly Deputies.
