The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model has sent an official dispatch to localities, orienting a number of tasks for the arrangement of administrative units.
This policy is implemented according to the direction in Conclusion No. 137 of the Central Committee and the guidance of specialized management ministries and career fields.

The specialized agencies under the new commune-level People's Committee include: Office of the People's Council and People's Committee; economic department (for communes and special zones) or economic, infrastructure and urban department (for wards and special zones in Phu Quoc); cultural and social department; public administrative service center.
After the two-level local government comes into operation (provincial and communal levels, abolishing the district level), the Government will assign the Ministry of Home Affairs to coordinate with relevant ministries and branches to develop and submit to the Government amendments, supplements or new issuance of regulations related to the organization and operation of public service units, ensuring effective and efficient operations, meeting the people's requirements.
Specifically, in the education sector, public secondary schools, primary schools, and kindergartens will be kept intact and transferred to local authorities at the commune level for management.
With vocational education centers and continuing education centers currently under the district People's Committee, they will be transferred to the Department of Education and Training for management and reorganization to provide services according to inter-commune and ward areas.
Providing basic and essential public services
In the health sector, existing commune and ward health stations will be maintained to meet the health care needs of local people.
Based on the area and population size of the new commune level, the Provincial People's Committee can reorganize it into a public service unit directly under the Commune People's Committee to perform the tasks of disease prevention and primary health care for local people.
"For medical centers and general hospitals under the current district People's Committees, they will be transferred to the Department of Health for management to arrange and organize service provision according to inter-commune and ward areas," the Steering Committee stated.
In addition, when the two-level government model is in operation, a public service unit will be arranged and organized under the People's Committee at the commune level to provide basic and essential public services to local people.
This unit will provide public career services in the fields of culture, sports, tourism, information, communications, agriculture, environment...
The Steering Committee also allows the organization of 1 autonomous public service unit with regular expenditures (Project Management Board) under the People's Committee at the commune level to provide public service in the fields of construction, land fund development, site clearance... in the area.
"If necessary, the Provincial People's Committee can establish a public service unit under the Project Management Board of the Provincial People's Committee to provide services in inter-commune and ward areas," the document stated.
The Central Steering Committee also assigned the provincial People's Committees to restructure or dissolve ineffective public service units, ensuring the improvement of the quality of providing basic and essential public service units associated with restructuring and reducing the number of civil servants receiving salaries from the state budget.
Establish public administrative service center
Regarding the orientation of functions, tasks and powers of specialized agencies, the new commune-level People's Committee will have departments and a public administrative service center.
This center will advise and assist the People's Committees at the commune level in performing tasks related to building e-government; implementing one-stop and one-stop mechanisms in handling administrative procedures and providing public services directly to local people and businesses.
In addition, this center also coordinates with central government agencies organized vertically in the province or region to receive and handle administrative procedures of people and businesses at the commune level.
“For the local government of the special zone (island), the functions and tasks of the departments and public services serving the people at this center will be adjusted in accordance with the tasks and powers of the local government of the special zone,” the Steering Committee noted.
