Abolishing district level, merging communes: How will schools, health stations, villages and residential groups be arranged?

The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model has just sent a document to the City Party Committee and Provincial Party Committee on the orientation of a number of tasks for the arrangement of administrative units at all levels.

Notably, the current use of non-professional workers at the commune level will end from August 1.

At the same time, the local authorities are assigned to consider and possibly arrange non-professional workers at the commune level to meet the requirements of the task to participate in work in villages and residential groups and implement regimes and policies for cases where work is not arranged according to regulations.

The orientation also clearly states that villages and residential groups continue to be self-governing organizations of residential communities, not administrative levels.

In the immediate future, the existing villages and residential groups will be maintained; after completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and provide guidance under the direction of competent authorities on the arrangement and reorganization of villages and residential groups in a streamlined direction, directly serving the lives of the local community.

According to the Ministry of Home Affairs, by the end of 2021, the country had 90,508 villages and residential groups. Of these, there were 69,580 villages and 20,928 residential groups.

Arrangement of public service units, schools, and medical stations when abolishing district level and merging communes

The Steering Committee also clearly stated the orientation on the arrangement of public service units under the current district-level People's Committees to transfer and establish new public service units under the commune-level People's Committees after the arrangement is implemented according to the orientation in Conclusion 137 and the guidance of specialized management ministries and career fields.

After the two-level local government comes into operation, the Government will assign the Ministry of Home Affairs to coordinate with relevant ministries and branches to develop and submit to the Government amendments, supplements, or new issuance of regulations related to the organization and operation of public service units to ensure effective operation and meet people's needs.

Specifically, in the education sector, public secondary schools, primary schools, and kindergartens will be kept intact and transferred to local authorities at the commune level for management.

For vocational education centers and continuing education centers under the current district-level People's Committees, they will be transferred to the Department of Education and Training for management and reorganization to provide services according to inter-commune and ward areas.

In the health sector, maintain existing commune and ward health stations to meet the health care needs of local people.

Based on the area and population size of the new commune-level unit, the Provincial People's Committee can reorganize it into a public service unit directly under the Commune-level People's Committee to perform the tasks of disease prevention and primary health care for local people.

Currently, medical centers and general hospitals under the district People's Committee will be transferred to the Department of Health for management to arrange and organize service provision according to inter-commune and ward areas.

The orientation also clearly states the arrangement and organization of a public service unit under the People's Committee at the commune level to provide basic and essential public services to local people.

Providing public career services in the fields of culture, sports, tourism, information, communication, agriculture, environment...

Reorganize and organize a public service unit with autonomy in regular expenditure (Project Management Board) under the People's Committee at the commune level to provide public service in the fields of construction, land fund development, site clearance... in the area.

If necessary, the Provincial People's Committee may establish a public service unit under the Project Management Board of the Provincial People's Committee to provide services in inter-commune and ward areas.

Assign the Provincial People's Committee to restructure or dissolve ineffective public service units, ensuring improvement of the quality of providing basic and essential public service units.

In conjunction with restructuring and reducing the number of civil servants receiving salaries from the state budget according to the requirements of Resolution 19/2017 of the 6th Central Conference, Session XII, on continuing to innovate and manage, improve the quality and efficiency of public service units.
