The Ministry of Education and Training announced a draft circular promulgating the Regulations on Secondary School and High School Admissions.
Accordingly, the proposal to draw lots for the third subject in the 10th grade entrance exam was removed from the official draft for comments. The third subject will be selected by the Department of Education and Training.
The third subject of the 10th grade exam changes every year.
Earlier in October, the Ministry of Education and Training proposed to draw lots for a third subject in the 10th grade entrance exam, which created many mixed opinions and disagreements. In the official draft, the ministry dropped this proposal.
According to the draft Regulations on Secondary School and High School Admissions, there are 3 methods of admission to grade 10 of high school: entrance exam, selection, or a combination of entrance exam and selection.
The selection of admission methods is under the authority of the locality. The Department of Education and Training advises the People's Committee of the province or centrally-run city to approve and select the method.
For the organization of entrance exams, 3 subjects are taken, including math, literature and a third subject or a combined exam selected by the Department of Education and Training, the university with high school and announced before March 31 every year.
The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.
The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.
Regarding exam time, literature is 120 minutes, math is 90 minutes or 120 minutes, the third exam is 60 minutes or 90 minutes, the combined exam is 90 minutes or 120 minutes.
The content of the 10th grade entrance exam is part of the general education program at the secondary school level, mainly the 9th grade program.
For grade 6, admission is based on the selection method. In case the number of students registering for grade 6 is more than the enrollment quota, admission will be conducted by combining selection with testing and evaluating students' abilities.
The basis for admission is the training results and learning results of the primary education program or literacy program of the candidate. If a grade is repeated, the results of the repeated year of that grade will be used.
The Department of Education and Training and higher education institutions provide guidance on enrollment by combining admission with testing and assessment of students' abilities.
Regulations to be issued in December 2024
According to the Ministry of Education and Training, the 2024-2025 school year is the year that completes the implementation cycle of the 2018 Education Program from grades 1 to 12. Accordingly, this school year, the 10th grade high school entrance exam and high school graduation exam will be implemented according to the 2018 General Education Program.
In order for localities to have a basis to prepare for the exams, the Ministry of Education and Training has drafted and begun to widely solicit public opinions on the draft Regulations on junior high school and high school entrance exams.
The promulgation of the Regulations on Secondary School and High School Entrance Exams will be 3 months earlier than in previous years. Thereby, creating favorable conditions for schools, teachers and students in the teaching - learning process, reviewing and preparing for the exam.
"The three core principles for drafting the regulations are to be concise, not to cause pressure and expense, to promote educational activities, especially comprehensive education, so that students have full qualities and abilities, and are qualified to continue studying at high school, ensuring a common ground to serve state management work in inspection, examination, and evaluation" - the Ministry of Education and Training stated its viewpoint on drafting the regulations.
Before announcing the draft Regulations on Secondary School and High School Admissions to solicit public opinion, the Ministry of Education and Training sent them to 63 departments of education and training and high schools nationwide for comments on some contents of the regulations.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31 this year.
