What does Binh Thuan say about the problems at Novaland's 1,000-hectare project?

(NLDO) – Novaland's NovaWorld Phan Thiet project has sold products to customers but encountered many problems.

On January 16, sources said that the Department of Natural Resources and Environment (TN-MT) of Binh Thuan province has sent an official dispatch responding to problems at Novaland's NovaWorld Phan Thiet project.

Accordingly, in September 2023, this department sent an official dispatch requesting the project investor, Delta - Valley Binh Thuan Company Limited, to create a map to specifically determine the location and area of ​​the land areas for the construction of resort villas and commercial areas according to the detailed planning of the project.

The above steps aim to help the Department of Natural Resources and Environment of Binh Thuan have a basis to review and advise the Provincial People's Committee to consider and resolve the adjustment of the form of land rent payment from annual land rent payment to one-time land rent payment for the land area for construction of resort villas and commercial areas according to the provisions of Article 172 of the 2013 Land Law.

After the Company paid the annual land rent for the leased land area of ​​9,631,103.7 m2 up to the end of 2023 according to the announcements of the Provincial Tax Department and was confirmed by the Provincial Tax Department, the Department of Natural Resources and Environment advised the People's Committee of Binh Thuan province to issue Decision No. 2021/QD-UBND dated November 21, 2024 adjusting the decision to lease land to implement the Novaworld Phan Thiet project (Tien Thanh commune, Phan Thiet city) of Delta - Valley Binh Thuan Company Limited.

Accordingly, the area and purpose of land use leased in each period will be adjusted to conform to the detailed construction planning of the project approved by the People's Committee of Phan Thiet City in Decision No. 5185/QD-UBND dated October 16, 2023.

After that, Delta - Valley Binh Thuan Company Limited submitted a request to change the form of land lease for commercial service land in the total area of ​​commercial service land leased by the People's Committee of Binh Thuan province to the Company, from the form of State land lease with annual land rent collection to the form of State land lease with one-time land rent collection for the entire lease term.

Currently, the Department of Natural Resources and Environment has transferred cadastral information to the Provincial Tax Department to determine the Company's annual financial obligations.

"In general, the Company's proposal to change the form of land lease from the form of State land lease with annual land rent collection to the form of State land lease with one-time land rent collection for the entire lease term for commercial service land areas for tourism activities is in accordance with the opinions of the Prime Minister's Working Group, the direction of the Provincial Party Committee Standing Committee, the Provincial People's Committee and in accordance with the provisions of Article 30 and Article 120 of the 2024 Land Law" - the official dispatch of the Department of Natural Resources and Environment of Binh Thuan stated.

The difficulties and problems of the project were reported by the People's Committee of Binh Thuan province to the Prime Minister's Working Group since June 2023 and received attention from the Prime Minister's Working Group, with instructions for implementation.

However, after the 2024 Land Law comes into effect, the project's problems will be gradually resolved. The People's Committee of Binh Thuan province continues to direct relevant departments, branches and localities to review and resolve them according to their authority.

Previously, the People's Committee of Binh Thuan province reported to the Prime Minister's Working Group to resolve problems with the NovaWorld Phan Thiet project.

In particular, Binh Thuan proposed contents on investment policies, land lease, conversion of land use form to one-time land lease payment, temporary collection of land rent, issuance of land use right certificates and specific land prices.

NovaWorld Phan Thiet project is located in Tien Thanh commune, Phan Thiet city, Binh Thuan province. The project started construction in 2019, with a scale of nearly 1,000 hectares and an investment capital of about 5 billion USD. Currently, NovaWorld Phan Thiet has handed over thousands of products to customers in a number of subdivisions.
